- Description
- The Naval Undersea Warfare Center Division Newport, RI (NUWCDIVNPT) intends to award a Sole Source Requirement to L3 Technologies, Inc. (L3T), Northampton, MA. The proposed contract will provide depot level upgrade, repair, and overhaul services to Photonics Mast Equipment (PME) to include Photonics Masts, Photonics Mast subassemblies, Photonics Mast components, Photonics Mast special support equipment, and Depot Level Repairable (DLR) items. The contractor shall monitor work flow, schedules, upgrade, repair, and overhaul plans to procure parts needed to meet target mast turnaround time. This contract will be a follow-on effort to N66604-16-D-0349. In the case of a follow-on contract for highly specialized equipment, or the continued provision of highly specialized services, such property or services may be deemed to be available only from the original source and may be procured through other than competitive procedures. L3T is the only responsible source for the highly specialized depot repair services required for sustainment of photonics masts. Any other source would result in substantial duplicate costs to the Government and create unacceptable delays in fulfilling the agency's needs. An Indefinite Delivery/Indefinite Quantity type contract with Firm Fixed and Cost Plus Fixed Fee provisions is anticipated. The period of performance shall be for five years. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotations or capability statements. This notice of intent is not a request for competitive proposals. All responses received by the Government within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government.
