This solicitation is a request for quotes (RFQ) and the solicitation number is 2031JW18QQ0037. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97, and the Office of the Comptroller of Currency (OCC). This is a full and open competition and the associated North American Industrial Classification System (NAICS) code for this procurement is 541690 Other Scientific and Technical Consulting Services, with a business size standard of $15.0 M. The Office of the Comptroller of Currency (OCC) requires market fundamental data, forecasts, written analysis, comparable sales data, leasing data and analytical consulting services for the following property segments; apartment, office, retail, industrial (logistics and light manufacturing), and hotel. This will be used to assess credit risk at nationally chartered commercial banks and federally chartered thrifts. FAR clauses 52.212-4 and 52.212-5 apply to this solicitation and are included in the attached RFQ. The period of performance is a base period of 12 months and four 12-month options. Quotes will be evaluated on technical capabilities, data and model validation, written analysis report samples, past performance and price. Non price factors are more important than price. This procurement is conducted in accordance with FAR Part 12.6 and 13.5, on a best value basis that allows for a tradeoff between price and non-price related criteria. The Government reserves the right to make one award or no award, depending upon the quality of the quotation submitted and the availability of funds. The OCC will not, in any case, make award to a Quoter it considers to have substandard capabilities or unreasonable prices. Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3, "Offerors Representations and Certifications-Commercial Items." If paragraph (j) of the provision is applicable, a written submission is required. The quoter's quotation in response to this RFQ shall be sent via email to Azita.Mamdouhi@occ.treas.gov. May 2, 2018 at 5:00 PM, Eastern Time (ET). Quotes received after the above date and time, or received at any other location, will not be considered. Questions Regarding the RFQ : All questions regarding this RFQ shall be submitted by e-mail to Azita.Mamdouhi@occ.treas.gov by April 24, 2018 at 5:00 PM Eastern Time (ET). Please label this e-mail as "RFQ 2031JW18Q00037 - <Insert Contractor Name Here> Questions". Answers to questions will be posted to www.fbo.gov, giving due regard to the proper protection of proprietary information. In order to receive responses to questions, contractors shall cite the sections and page numbers of this RFQ that corresponds with their questions. Statements expressing opinions, sentiments, or conjectures are not considered valid inquiries for this purpose and will not receive a response from the OCC. Furthermore, contractors are reminded that the OCC will not address hypothetical questions aimed toward receiving a potential "evaluation decision" from the OCC.
