A.SOURCES SOUGHT THIS IS A SMALL BUSINESS SOURCES SOUGHT NOTICE. THE PURPOSE OF THIS SOURCES SOUGHT SYNOPSIS IS TO DETERMINE INTEREST AND CAPABILITY OF POTENTIAL QUALIFIED SMALL BUSINESSES INCLUDING 8(a), HUBZone, SDVOSB, EDWOSB, and WOSB WITH NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NIACS) CODE 541330 -- ENGINEERING SERVICES AND THE SMALL BUSINESS SIZE STANDARD OF $15.0M. The National Institutes of Health (NIH), Office of Research Facilities seeks to determine the availability of qualified and capable Architect Engineering (AE) firms to provide SPECIALIZED A/E SERVICES with a primary focus on Animal Care Facilities in support of the Division of Design and Construction Management at the NIH, Bethesda, MD, Research Triangle Park, NC and Rocky Mountain Labs, MT campuses. It is the Government's intention to award one single award Indefinite Delivery Indefinite Quantity (IDIQ) contract for professional Architect Engineering (A/E) services, procured in accordance with the Brooks A/E Act (Public Law 92-582, as implemented in Federal Acquisition Regulation (FAR) Part 36.6.) consisting of 5-year period of performance. Task orders are anticipated to range between from $2,500 to $1.2M, and it is further anticipated that the IDIQ primarily support projects located in Maryland, but projects may be performed outside of the Maryland/Washington DC area. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this sources sought notice is to obtain information regarding the availability and capability of qualified small business sources. An organization that is considered other than small business under the NAICS code shall not submit a response to this notice. It shall not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. B.Background: As a part of the U.S. Public Health Service under the Department of Health and Human Services, the National Institutes of Health (NIH) is the Federal Government's primary biomedical research agency. The NIH's mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce the burdens of illness and disability. Composed of 27 Institutes and Centers (ICs), the NIH provides leadership and financial support to researchers in every state and throughout the world. The NIH Office of Research Facilities (ORF) supports the NIH mission by providing, maintaining, and operating safe, healthy, and attractive facilities. ORF's Division of Design and Construction Management (DDCM) is responsible for the oversight of the design, construction, repair and renovation of all NIH facilities and infrastructure. C.Project Description: The Division of Design and Construction Management seeks a highly qualified, credentialed A/E firm with proven experience to provide specialized design and other A/E related services critical to ORF's success in planning, budgeting, funding, and managing the repair, alteration, renovation and new construction of NIH facilities and associated infrastructure. 1.Specialization / Facility Type / Service Projects under the IDIQ contract encompass five (5) specialization categories / facility types/services - one primary and four secondary. (a)Primary Specialization Category / Facility Type / Service: Animal Care Facilities, or "Animal" - To include, but not limited to, facilities for housing, care, and use of animals in experimental testing, research, and training as related to biomedical research. Animals used at NIH for research include, but are not limited to: mammals of all sizes, including primates; and aquatic animals. (b) Secondary Specialization Category/ Facility Type / Service: The IDIQ contract will focus secondarily on the following four (4) specialization categories/ facility types: (1) Bio-Medical Research Laboratory Facilities; (2) Health Care Facilities; (3) Office/Public Space Facilities: and, (4) Interior & Exterior Utility Infrastructure and Utility Generation & Distribution Systems. The secondary specialization categories/ facility types are described as follows: (1)Biomedical Research Laboratory Facilities, or "Labs" - To include, but not limited to, general and specialized biomedical and animal research laboratories and laboratory support spaces. Projects related to Lab facilities in this contract will include general and Bio-Safety Level 2 (BSL-2) laboratories. (2)Health Care Facilities, or "Hospitals" - To include, but not limited to: patient care units; outpatient clinics; intensive care units; surgical suites with catheterization laboratory; radiology, nuclear medicine, and MRI suites; pharmacy; rehabilitation; transfusion medicine; cyclotron; radiation oncology; medical gas services; pediatrics; and hospital support services. (3)Office / Public Space Facilities, or "Offices" - To include, but not limited to: offices; conference facilities (including the Natcher Conference Center); libraries (including the National Library of Medicine); child development centers; residences and lodging; commercial shops & food service; wellness centers/gyms & exterior recreational facilities; facilities for ancillary services such as fire and police, parking structures; and exterior improvements such as roadways, sidewalks, and landscaping. (4)Interior & Exterior Utility Infrastructure and Utility Generation Distribution Systems - The A/E services include the design of interior & exterior utility infrastructure and systems for Office / Public facilities; Animal Care facilities; Bio- medical Research laboratories; Healthcare /Hospital facilities; and general purpose facilities such as parking structures and warehouses. The utility interior & exterior infrastructure and generation & distribution systems include, but are not limited, to the following: 1.Mechanical, Electrical and Plumbing systems; 2.Central Utility Plants (CUPs) 3.HVAC systems to include specialized filtering requirements, supply and exhaust systems and associated controls; 4.Steam/condensate, high temperature hot water, heating hot water, chilled water, lab water, high purity water and potable water systems; 5.Compressed air, medical gas, lab vacuum, and natural gas systems; 6.Central CO2 systems; 7.Central liquid nitrogen systems; 8.Fuel oil systems; 9.Storm water and sanitary sewer distribution systems; 10.Waste water treatment systems; 11.Electrical substations; 12.Landscaping irrigation systems. 2.Location of the Work This IDIQ shall support projects in Maryland, North Carolina and the Montana locations. The facilities / infrastructure / utilities under this requirement are situated at the following Maryland, North Carolina and Rock Mountain Labs, Montana NIH locations. The facilities / infrastructure / utilities under this requirement are situated at the following Maryland, North Carolina and Montana NIH locations: (a)Maryland - to include: •NIH Main Campus, Bethesda, MD •NIH Animal Center, Poolesville, MD •Ft. Detrick, Frederick, MD •Leased facilities in Bethesda, Rockville, Gaithersburg, and Baltimore, MD It is anticipated that the majority of the facilities under this IDIQ will be located on the NIH Main Campus, Bethesda, MD, followed by the other surrounding areas. Therefore, the A/E shall maintain an office within fifty (50) miles of the Baltimore - Washington, DC metropolitan area for the duration of the IDIQ contract. (b)North Carolina, to include the NIH Research Triangle Park, NC. (1)For projects in North Carolina, the A/E shall plan to maintain local presence within fifty (50) miles of the NIH Research Triangle Park campus for the duration of the project. (c)Montana, to include Rocky Mountain Labs, Hamilton, MT (1)For projects in Montana, the A/E shall plan to maintain local presence within one hundred (100) miles of the Rocky Mountain Labs campus for the duration of the project. 3.A/E Services The A/E shall furnish all labor, management, investigations, studies, travel, supplies, equipment, and materials to perform the required services. The A/E is responsible for determining what disciplines and skill sets are required for accomplishing the work and form a team accordingly. In general, the A&E pre-design and design phase services will include: •Field / site investigations, inclusive of Pre-Tab investigations •Planning and Coordination Drawings •Building Information Modeling (BIM) (Only if applicable to the task order) •Sustainable Design •Program of Requirements (PORs) •Special Studies •Schematic Design •Design Development •Construction Documents (65%) •Construction Documents (95%) •Construction Documents (100%) •Rendered perspectives of proposed building construction and substantial site development •Construction cost estimate(s) •Construction baseline schedule •Geotechnical investigations •Preparation of Reports •Other general A/E services The A/E may be required to provide construction phase and other services including, but not limited to: •Construction Bidding and Negotiation Support •Construction Inspections / Site Representation •Construction Progress Meetings •Requests for Information (RFIs) •Construction Submittal Reviews •Change Order Reviews / Support •Punchlists •Inspection of Stored Items •Construction Close-out Support including As- builts; Record Documents; Non-Compliance Notices; Operation and Maintenance (O&M) Manuals; Warranties; Product and Equipment Demonstrations and Training; •A/E Record Documents D.Sources Sought Submission Requirements Firms with capabilities to perform the services described in this Sources Sought announcement are invited to submit the following: 1.Letter of Interest The Letter of Interest shall not exceed two (2) pages and shall contain at a minimum the following information: (a)Company Contact Information to include: •Firm Name •Primary Point(s) of Contact, with telephone number(s) and email address(es) •Firm Mailing Address and Telephone Number •Company's NAICS Code and Small Business Classification (i.e. Large business, Small business, Woman-owned, Veteran, etc.) •DUNS Number •If applicable, interested 8(a) firms shall state their current 8(a) certification data with the Small Business Administration. •If applicable, HubZone small business firms responding must provide proof of their HubZone certification status. • State your ability to maintain a local presence in both the North Carolina and Montana NIH locations described in Section 2 above. (b)State the driving distance, in terms of miles, from your firm's primary office / location to the Baltimore - Washington, DC metropolitan area. (c)Brief description of the firm's core services. 2.Part II of the SF330 form; [Note - Standard Form 330 can be obtained at: http://www.gsa.gov ]. 3.Qualification Statement For the purpose of this Sources Sought, Similar Projects to the NIH Requirement are defined as projects similar in complexity, type and size, as follows:. Type - The Primary and Secondary facility types defined in section C.1 above. •Complexity - Special design considerations such as: •Physical security requirements •Adjacencies to occupied space(s) restrictions/ limitations • Limited access restrictions • Vibration / noise limitations • J oint Commission (for hospitals) requirements (i.e. Special / Interim Life Safety measures, Construction Risk Assessments) • Implementing Guiding Principles for Sustainable Federal Buildings and Leadership in Energy and Environmental Design (LEED) criteria • Special MEP features - i.e. designed for infectious or immune compromised areas within a hospital space. • Historic Preservation requirements • Storm Water management and erosion & sedimentation control • Use of Building Information Modeling •Size - Design fees ranging between $750,000 to $1.2M. The Qualification Statement shall not exceed fifteen (15) pages and shall contain at a minimum the following information: (a)Provide no more than six (6) example projects performed within the last seven (7) years, or in progress, which best demonstrate your firm's specialized experience providing Architect- Engineer Services on projects similar to the NIH requirement, as defined above (Part C 1(a)). Project narratives shall not exceed three (3) pages per project. At a minimum, the six (6) example projects shall include: (1)Four (4) or more Animal Care Facility design projects; and (2)One (1) Bio-medical Research Lab or One (1) Healthcare/ Hospital design project; and (3)One (1) Utility Infrastructure / Utility generation /distribution system design project. [Note - An Indefinite Delivery Indefinite Quantity (IDIQ) with multiple Task Orders is not considered a project. Each individual Task Order executed under an IDIQ contract is considered a project.] (b) For each Similar Project narrative include the following information: 1.Contract Number; indicate if the contract was a task order performed under an IDIQ contract. 2.Owner Name 3.Address/Location of the project 4.Project Name 5.Award and final Design fee; award and final Design period of performance 6.Construction value 7.Brief description of the project, including the facility size (square footage, levels), special features, and special conditions, codes, standards and /or requirements, if any. 8.Description of A/E Services performed, such as: •Preparation of fully developed Construction Documents (Drawings and Specifications); •Preparation of Design Build Bridging Documents; •Preparation of Program of Requirements (POR) documents; •Preparation of special studies; •Field / site investigations; •Implementing Guiding Principles for Sustainable Federal Buildings and Leadership in Energy and Environmental Design (LEED) criteria; •Coordination, submissions and presentations to the State Historic Preservation Office, National Capital Planning Commission, and the Commission of Fine Arts; •Coordination, submissions and presentations for Storm Water management and erosion & sedimentation control; •Post design services including bidding & negotiation support; construction inspections; Submittals & RFIs; Change Order support; Punchlists; and construction close-out support. • Building Information Modeling 9.Technical Point of Contact, with telephone no. and email address 10.Contracting Official, with telephone no. and email address All qualified interested firms are requested to submit an electronic copy of their completed Letter of Interest, SF330 Part II, and Qualification Statement (in one combined PDF format), via email, to the Contracting Officer, Ms. Romaine Cole at: coler@mail.nih.gov.
