VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under $150K VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($150K) Acquisition Plan Action ID: Contracting Activity: Department of Veterans Affairs NCO 2, VA Western New York Healthcare System, Buffalo, NY. Purchase Request: 528-18-3-4192-0100 Acquisition Plan: VA242-18-AP-3170 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The MRI in radiology is being replaced. As an interim operation, a mobile MRI is being rented and located outside of the hospital. This requirement is for the installation of a fire warning system to protect personnel utilizing our mobile MRI. The maximum value of this contract is estimated at $6,851.00. The Government s minimum needs have been verified by the certifying technical and requirements personnel. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Simplex Grinnell is utilized throughout the hospital for fire notification and is a proprietary system. They are the sole distributor for Johnson Controls, the manufacturer of the products required, GSA Contract Number GS-07F-0396M. Description of market research conducted and results or statement why it was not conducted: No additional formal/competitive market search has been conducted due to the proprietary nature of this system. Pricing was verified in GSA under the contract listed in paragraph 3. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
