- Draft Statement of Work SV 64 Engine Overhaul The Regional Maintenance Center at Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) is conducting market research to determine industry capability and interest in performing life cycle maintenance, engine/driveline overhaul replacement and boat alteration work to be performed on six (6) 64-foot Screening Vessels. Work will be accomplished at the Contractor's facility. The Government is seeking responses from sources that can perform the following work: SV64s have the following specifications: 64 FT Screening Vessel (SV64) Length: 71.9 FT Draft (Full Load): 4-FT 5-IN Beam: 21.5 FT Engine: MTU 10V2000M92 Model: Full Cabin Light Load Weight: 103,397 LBS Manufacturer Year: 2010 Horsepower: 1,360 HP Hull Type: Aluminum, Monohull Work includes but is not limited to: -Purchase timber and build blocks for resting used engines upon removal. -Remove eleven (11) MTU 10V2000M92 Engines from the vessels. -Install eleven (11) MTU 10V2000M92 Engines on vessels. -Transport eleven (11) 10V2000M92 Engine/Marine Gear assemblies from Contractor's work site to the Government's designated Engine Rebuild Contractor. -Rebuild 12 Cardan Shafts. -Remove, inspect and report the condition of 12 Intermediate Shafts. -Remove, inspect and report the condition of 12 Jet Couplings. -Remove, inspect and report the condition of 12 Intermediate Shaft to Jet Coupling Couplers. -Remove, inspect and report the condition of 12 Companion Hubs. -Purchase 12 new Cooper Carrier Bearings. -Remove 12 Cooper Carrier Bearings. -Install 12 new Cooper Carrier Bearings. -Remove six (6) Northern Lights Generators, Model M20CRW2 20KW from their respective vessels. -Dispose of six (6) used/old Northern Lights Generators, Model M20CRW2 20KW. -Install six (6) new Northern Lights Generators, Model M20CRW2 20KW on vessels. -Allow Hamilton Jet certified Government technicians to perform 5,000 hour maintenance on 12 CWF Hamilton & Co. Jet Drives, Model HM521. -Groom all electrical cables and wiring. -Inspect all engine, AC and auxiliary sea water piping for corrosion. -Perform tasks specified in Section 1.3.1 in accordance with the requirements of this Contract. -Prepare each vessel for delivery to the Government in accordance with the requirements of this Contract Expected Period of Performance : The Contractor should project specified work for Phase 1 to take place from July 2018 through February 2019. Phase 2 work will take place from April 2019 through December 2019. Phase 3 work will take place from April 2020 through January 2021. Work is estimated to take approximately 120 calendar days per boat to complete. As required in Paragraph 1.3.1 of the Statement of work, the first vessel in this Contract will be delivered to the Contractor for life cycle maintenance work, only, in April 2020 for a period of 21 days. The initial delivery date and start of the period of performance per vessel shall be set by mutual agreement dependent upon vessel availability within the ordering period of this contract. What/Where to Submit: Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact. Please hand or digitally sign your letter of interest and e-mail it to the Government contacts listed below, with "SV64 Engine Overhaul Sources Sought Response" in the subject field. The notice of interest should include a brief description of your company and its capabilities as they relate to the requirements set forth in the description shown above, and answers to the following specific questions. Please limit your response to no more than 3 pages. Also include your company CAGE Code and DUNS number. 1. Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code 336611 (a small business must have 1,250 or less employees)? 2. Does your company have a satisfactory performance record for the type of work required? Please provide examples of relevant and recent (within three years) past performance. 3. Does your company have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors)? 4. Given the work described in this announcement, does your company plan to submit a proposal in response to the anticipated solicitation for the SV64 Engine Overhaul package? When to Submit: Responses are requested no later than 1:00PM PST, on 25 April 2018. Notice Regarding Sources Sought: This sources sought is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not seeking proposals at this time, nor accepting unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this sources sought; all costs associated with responding to this sources sought will be solely at the interested party's expense. Not responding to this sources sought does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. PSNS&IMF may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. Information provided in response to this sources sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract.
