Description
FY 18-19 ICS J&A On 22 February 2017 the Naval Air Systems Command (NAVAIR), Patuxent River, MD, synopsized a sole source requirement with Insitu Inc. of 118 East Columbia River Way, Bingen, WA, for the procurement of Interim Contractor Support (ICS) for the RQ-21A Blackjack Unmanned Aircraft System (UAS). ICS includes logistics services to meet the Integrated Logistics Support (ILS) requirement; Organizational Level (O-Level) maintenance; and Mobile Training Teams (MTT) to train United States Marine Corps (USMC) Air Vehicle Operators (AVO) and Maintainers and data reporting. The effort was awarded to Insitu Inc. in the following three parts: On 22 December 2017 Contract N00019-16-C-1006 was awarded, totaling $2,431,462, for the initial base ICS services. On 08 February 2018, NAVAIR awarded modification P00001 to Contract N00019-16-1006, totaling $67, 375, for Naval Special Warfare (NSW) ICS services. NAVAIR then awarded P00002 on 22 March 2018, totaling $15,255,836, for the procurement of additional ICS services in FY 18 and options for ICS services in FY 19. This acquisition was pursued under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
