- Solicitation Number: W91QVN18R0076 Notice Type: Pre-Solicitation Synopsis Purchase Description: 411th Contracting Support Brigade (CSB), Korea intends to issue a full and open competition solicitation for the contract for Medical Coding Services for 51st Medical Group (MDG) at Osan, AB. The North American Industry Classification System (NAICS) code for this procurement is 518210. In accordance with DFARS 252.204-7004, Alternate A, all interested offerors shall be registered in the System for Award Management (SAM). Award will be made to the responsible offeror submitting the Best Value Lowest Priced, Technically Acceptable (LPTA) offer that satisfies all terms and condition of the solicitation. The following ratings will be used in evaluating all non-price technical factors and subfactors. Acceptable Proposal meets the requirements of the solicitation Unacceptable Proposal does not meet the requirements of the solicitation Scope of Work: This is a non-personnel service contract to provide Medical Coding Services for 51st Medical Group (MDG) at Osan, AB. Place of Performance: 51st MDG at Osan, AB Period of Performance (POP): Base Year 1 Jul 18 - 30 Jun 19 Option Year I 1 Jul 19 - 30 Jun 20 Option Year II 1 Jul 20 - 30 Jun 21 Contract Type: A Fixed Price (FFP) CLINs type of contract FACTOR A. TECNICAL: SUBFACTOR 1. CODING TECHNICIAN'S LICENSE: The offeror shall provide current and valid a copy of at least one accreditation from a nationally recognized in the United States accrediting medical coding body to include, Certified Coding Specialist (CCS), Certified Coding Specialist-Physician Based (CCS-P), Certified Professional Coder (CPC), Certified Professional Coder-Hospital (CPC-H), Registered Health Information Technician (RHIT), or Registered Health Information Administrator (RHIA) SUBFACTOR 2. CODING TECHNICIAN'S PRIOR EXPERIENCE The offeror shall provide résumé with evidence at least two (2) years of experience in outpatient or inpatient coding within the last five (5) years from the issuance date of this solicitation. SUBFACTOR 3. TWO (2) CODING AUDITORS' LICENSE: The offeror shall provide current and valid a copy of at least one accreditation from a nationally recognized in the United States accrediting medical coding body to include, Certified Coding Specialist (CCS), Certified Coding Specialist-Physician Based (CCS-P), Certified Professional Coder (CPC), Certified Professional Coder-Hospital (CPC-H), Registered Health Information Technician (RHIT), or Registered Health Information Administrator (RHIA). SUBFACTOR 4. TWO (2) CODING AUDITORS' PRIOR EXPERIENCE The offeror shall provide résumé with evidence at least two (2) years of experience in medical coding auditor within the last five (5) years from the issuance date of this solicitation. SUBFACTOR 5. TWO (2) CODING AUDITORS' EDUCATION: The offeror shall provide a copy of Associates Degree in Healthcare or related field. FACTOR B. PAST PERFORMANCE FACTOR C. PRICE Proposal Period: The Government anticipates releasing the solicitation on or about 5 May 18. The solicitation will be issued via Federal Business Opportunities (FBO) website (https://www.fbo.gov/).
