- 1.0 Description 1.1 The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in support of the Professional and Educational Programs is seeking information from an accredited academic institution of higher learning or a vendor with agreements with said institutions that provide graduate-level educational degrees and/or professional graduate-level certifications. 1.2 THIS IS A SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI) ONLY. This Notice does not commit the Government to contract for any supply or service. Further, ATF is not at this time seeking quotations/proposals and will not accept unsolicited quotations/proposals. The U.S. Government will not pay for any information or administrative costs incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the interested party's expense. Not responding to this Notice does not preclude participation in any future solicitation, if issued. It is the responsibility of the potential vendors/offerors to monitor the Federal Business Opportunities (FBO) site for additional information pertaining to this requirement should a solicitation be released later. The Government needs to see if there are any qualified Small Businesses, specifically Woman-Owned Small Businesses (WOSBs), Historically-Underutilized Business (HUB) Zones, and Service-Disabled-Veteran-Owned Small Business (SDVOSBs) that can fulfill this requirement. 2.0 Background 2.1 ATF is seeking information for the following programs: a. Graduate degree in Forensic Science - This shall be an online 2 to 3-year program, with 32 to 36 semester hours awarding a graduate degree upon successful completion of all academic requirements. The degree shall relate, but not be limited to duties performed by professionals in law enforcement and crime laboratories. At the end of this degree, the student should be able to perform the objectives below (not all inclusive) : 1) Apply basic concepts of forensic serology as it applies to the collection, preservation and testing of biological evidence. 2) Process evidence 3) Provide Courtroom testimony 4) Conduct DNA Analysis 5) Conduct Crime Scene Investigation 6) Trace Evidence 7) Process Biological Evidence 8) Provide Forensic DNA Analysis 9) Conduct Forensic Toxicology 10) Explain the individual characteristics of tool marks. 11) Recognize characteristics of bullet and cartridge cases. 12) Explain laboratory methodologies used to determine whether an individual has fired a weapon, such as identifying gunshot residue. 13) Identify factors identifying finger prints 14) Select techniques for the development of latent prints on different surfaces 15) Apply statistics for data analysis 16) Classify scientific evidence is classified 17) Determine statistical procedures utilized to analyze data 18) Provide basic concepts of analytical chemistry as it applies to drug and body fluid analyses 19) Analyze biological evidence 20) Other related objectives to the degree. 2.2 Graduate Certificate in Forensic Science - This shall be an online 12 to 15 month certification, with 12-15 semester hours awarding a graduate level certification upon successful completion of all academic requirements. The certification shall relate, but not limited to duties performed by professionals in law enforcement and crime laboratories. Below are learning objectives, but the program may not limited to the ones listed below. At the end of this degree, the student should be able to: - Process evidence - Provide Courtroom testimony - Conduct Crime Scene Investigation - Trace Evidence - Process Biological Evidence - Provide Forensic DNA Analysis - Conduct Forensic Toxicology - Recognize characteristics of bullet and cartridge cases. - Explain laboratory methodologies used to determine whether an individual has fired a weapon, such as identifying gunshot residue. - Apply statistics for data analysis - Classify scientific evidence is classified - Determine statistical procedures utilized to analyze data - Other related objectives to the degree. 3.0 Period of Performance (POP) 3.1 The PoP is anticipated to be one base year with four (4) option years, contingent upon government funds. 4.0 Additional Information 4.1 Interested parties should respond to this Notice with a white paper that includes breakdown and scope of the Master's Degree and the graduate-level Certificate with cost per semester hour and average cost per student for both programs. Firms should include their Data Universal Numbering System number, Business size and North American Industry Classification System code.
