- Pricing Matrix PPI Tool Instructions DD254 PWS DRAFT RFP THIS IS A PRE-SOLICIATION NOTICE ONLY. This notice is for RFP: FA4890-18-R-0002. Air Combat Command, Acquisition Management Integration Center (AMIC) anticipates issuing a formal RFP on or about 12 Jun 2018 with a response due date on or about 12 Jul 2018. The Government intends to award a single fixed-price contract with cost reimbursable contract line items (CLINs). It will be a performance based, non-commercial service contract in accordance with FAR Part 15, and AFFARS MP 5315.3. The North American Industry Classification System Code (NAICS) for this requirement is 488111, Air Traffic Control, which has a size standard of $32.5M. Description of Services: The contractor shall provide ATC and AFM management and operations: operation of the air traffic control tower facilities and radar control of en route and terminal air traffic, initiating ATC clearances, providing instructions and advising air traffic operating under instrument and visual flight rules, supporting day-to-day operational airfield schedules for multiple air bases and airfields throughout the AFCENT AOR. Also required are the following: management and operational maintenance of Ground to Air Radio Transmitters and Receivers, instrument landing systems, tactical air navigation systems, enhanced voice switch systems, ATC NAVAID systems, radar systems, and various networking equipment in support of mobile and expeditionary Battlespace Command and Control Center Theater (BC3-T) operations throughout the AFCENT AOR. Projected operating locations are as follows: Bagram, Afghanistan, Kandahar, Afghanistan, Kabul, Afghanistan, Jalalabad, Afghanistan, Mazar-e-Sharif, Afghanistan, Al Asad, Iraq, MSAB, Jordan, Al Dhafra, U.A.E., Al Udeid, Qatar, Ali Al Salem, Kuwait, Bahrain, Site 6668. The Government plans to use a phased transition approach for the different sites as can be seen in the DRAFT RFP's Transition CLINs (0051-0059). The Government plans to have a Base Period plus up to four 1-year options. The Government intends to make award on or about 9 Apr 2019. Interested parties should review the documents posted on FedBizOpps and provide any comments via e-mail to this office. It is the offeror(s) responsibility to monitor this web site for the release of the final solicitation and RFP close date. The Air Force will consider and respond to all inputs received. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition and to ensure that the requirement is understood. Parties interested in a site visit to the BC3T in Al Dhafra and Bagram Air Field, Afghanistan which is tentatively scheduled for 21-25 May 2018 MUST NOTIFY Michael Adams by email michael.adams.106@us.af.mil NLT 27 April 2018 at 2:00PM EDT to allow enough time to make necessary arrangements. An amendment to this notice will be issued to finalize the date and provide additional details regarding locations if there are interested parties. THIS DRAFT RFP IS TO PROMOTE EARLY EXCHANGES OF INFORMATION WITH INDUSTRY IAW FAR 15.201. ALL EXCHANGES WITH INDUSTRY WILL END ON 4 May 2018. The Government is seeking industry feedback on draft solicitation number: FA4890-18-R-0002, Aviation Command & Control Operations & Maintenance (ACCOM) Services. The draft RFP, applicable attachments and appendices are contained within this announcement. A Sources Sought Notice was previously announced for this requirement on 11 Oct 2017. As mentioned prior, the formal RFP for this acquisition will be issued on or about 12 Jun 2018. Please note this is an estimated posting time and it is the responsibility of the interested parties to monitor the Federal Business Opportunity website/FedBizOpps for all subsequent postings. A PWS is posted in conjunction with this announcement to provide the size, scope, and complexity of this requirement. The Government plans to consider all information submitted in regards to this draft RFP notice and use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies of documents posted on FBO will not be made available. The Government will provide an email confirmation of receipt of information.
