Description
ACC AMIC intends to solicit a sole source contract with MDSI for Vector Doppler Scoring/Vector Scoring System (VDOPS/VSS) services in support of the Aerial Targets program at Tyndall AFB, FL and Holloman AFB, NM. VDOPS/VSS services provide end-game missile scoring data reports generated from on-board QF-16 and BQM-167 aerial target platforms sent to a Ground Station Unit (GSU), program management, operation/field maintenance for GSUs and associated test equipment, engineering support, and equipment lifecycle management. These services will also provide depot-level support for Aerial Gunnery Target Sets (AGTS) and associated equipment. The VDOPS/VSS is comprised of hardware and proprietary software used to generate the end-game missile scoring data reports during live-fire test events. The U.S. Government does not own the proprietary technical data software package for the VDOPS/VSS system and its peculiar support equipment and therefore cannot provide the proprietary software package to interested parties. QF-16 and BQM-167 aircraft are manufactured with MDSI’s proprietary software installed during production prior to transfer to the Aerial Targets Program at Tyndall AFB, FL and Holloman AFB, NM. Purchase of any other VDOPS/VSS system would not be compatible with the existing fleet of QF-16 and BQM-167 aircraft and would result in a substantial duplication of cost to the U.S. Government that is not expected to be recovered through competition. The U.S. Government will consider all information submitted in response to this Notice of Contract Action (NOCA); however, this NOCA is not a request for competitive proposals. A determination by the U.S. Government not to compete this proposed contract lies solely within the discretion of the U.S. Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The anticipated award date is unknown.
