- THIS IS A SOURCES SOUGHT NOTICE ONLY. This sources sought does not constitute an invitation for Bids, Request for Proposals, nor Request for Quotations and is not to be construed as a commitment by the government to issue a contract or otherwise pay for the information requested. The purpose of this sources sought synopsis is to identify businesses having the capability to remove existing compressors and dryers, supply and install new products as described below. In response to this notice, please address line items 1-10 below with a brief synopsis of your capabilities to accomplish each item, along with the specifications of products identified in Table 1, Table 2 and Table 3. 1. The contractor shall supply, and install an Atlas Copco GA45VSD Oil injected Rotary Screw Compressor or equivalent air compressor, that at minimum meets the specifications outlined in Table 1, an Air Dryer System that meets the specifications outlined in Table 2, and a compressed air management system that meets the specifications outlined in Table 3. Table 1. Air Compressor General Requirements Example Brand: Atlas Copco Airpower Example Model Number: GA45VSD Max Operating Pressure: 13 bar = 188 psi* Max Flow Rate: 145.1 l/s = 307.4 cfm* T9 Standard Operating Point: ~270 cfm @ 120 psi Power: 460V, 3Φ, 60 Hz, 45kW = 60 hp Max footprint: 4' x 15' Compressor Cooling: Type Air Cooled Type: Rotary Screw Variable Speed Drive Lubricating Oil: Self-contained oil lubrication system Number of Compressors: 1 * Operating pressure and flow rate vary as operations change with a variable speed drive (VSD). As such the proposed air compressor must at a minimum be capable of achieving the values listed for max pressure and max flow rate at some point on its operating curve. It should also be capable of operating close to the cfm of the standard operating point for the building. Table 2. Air Dryer System General Requirements Max Pressure: 190 psig Max Inlet air temp: 130°F Max Power: 460V, 3Φ, 60 Hz, 15A Type: Refrigerant Max Flow: 310 cfm Max footprint: 3'x4'x6'6" tall ISO Class: 4 Number of Dryers: 2 Dryer Cooling Type: Air Cooled Table 3. Air Compressor Management System General Requirements Example Brand: Atlas Copco Airpower Example Model Number: ES8 System Capabilities: (Listed below 1-5) 1.Control and display Indications from both compressors 2. Maintain compressed air system at Standard Operating Point 3. Sequence compressors and operate in Lead/Lag scheme 4. Automate operations in the event of compressor or system failures to maintain system operations 5.Record system parameters, and provide local alarm functions Power: 120V, 1Φ, 60 Hz 2. The contractor shall supply and install an Atlas Copco ES8 commercial compressed air management system (Controller) or equivalent, and any associated sensors. The Controller should at a minimum be equal to the capabilities of the Atlas Copco ES8 control unit for automating and controlling both the existing Atlas Copco compressor and the new air compressor. The Controller in combination with any associated sensors will accomplish the requirements listed in Table 3 above. AEDC will establish the location for the new Controller. Contractor will run 120V power from a 120V power source, designated by AEDC, to the Controller. Contractor will design and install the necessary interconnecting cabling for sensors, compressors, and the Controller. 3. The contractor shall disconnect and remove the existing Ingersoll-Rand Air Compressors (SSR-IR-1 & SSR-IR-2) and associated pipe upstream of the existing Anvil check valves. The cooling water supply and return lines are to be removed at the downstream union from the isolation valves. 4. The contractor shall disconnect and remove the existing Ingersoll-Rand Air Dryers (R-403-1-D & R-403-2-D), keeping the existing unions in place. 5. The contractor shall install the Rotary Screw Compressor and Air Dryer System in the basement of Building 403. The new Rotary Screw Compressor must fit in the space previously occupied by the old Ingersoll-Rand air compressors. The new Air Dryer System must fit in the space previously occupied by the old air dryers. AEDC personnel can use the building overhead crane to lower equipment into basement if required. Contractor is responsible for positioning the equipment and any securing/shimming that may be needed. 6. The contractor shall connect the Rotary Screw Compressor to the piping at the existing Anvil check valve. 7. The contractor shall connect the Air Dryer System to the existing air piping system at the existing unions. 8. The contractor shall connect the Rotary Screw Compressor and Air Dryer System electric power to the existing 480 V power panel "D" (EP403-7), by swapping out the existing feeds. This power panel supplies power via four 100 A breakers to the existing Ingersoll-Rand compressors (2 breakers) and 2 Air Dryers (2 breakers). The second compressor breaker shall be spared and the cables between the power panel and the removed compressor shall also be removed. 9. Contractor shall remove the old sequencer panel. Contractor will leave in place the 120V control wire that runs to the control room. Wires will be used to install control room indication and alarm panel for the compressed air system. Desired indications and alert configuration will be provided by AEDC. 10. The contractor shall provide qualified person(s) to start up the compressor, dryers, and controller after installation and perform the necessary adjustments to the automatic control settings. All responses should be emailed to the attention of Mr. Richard Schleicher at richard.schleicher.1@us.af.mil and should be provided no later than 2:00 PM CDT on 7 May 2018.
