2018-RFI-CCQDER2 Hardware Attachment Introduction This is a Request for Information (RFI) for market research purposes of available options to replace the functionality currently provided by the Virage video capture, storage, and streaming software and to migrate the video, audio, and.vdf assets to the proposed platform. The Virage software is installed at the Collaborating Center for Questionnaire Design and Evaluation Research (CCQDER) and is at its end-of-life. The Virage software is part of a more comprehensive video solution environment and proposed replacements must operate within that environment (see Requirements section and the list of installed software and hardware). The Virage software components that need to be replaced include: VSX Archive - Digital Asset Management System for QVideo. VSX Archive organizes videos by name, project, interviewer, etc. It can also index VDF files that were created using Videologger. Videos and video clips can be viewed from here. Asset information (created with a custom-made schema) can be viewed and modified. Assets can be deleted, exported, uploaded, and indexed. Assets can also be edited (marked in/out time and asset name). Asset label information is also displayed and Proxy information as well. *IDOL 7 IDOL 7 is the search engine that allows VSX Archive to search assets database. Videologger - Videologger is QVideos manual tagging (indexing) software that allows the user to open digital video files and VDF files. Videologger allows taggers (indexers) to manually tag the beginning and ending of a desired question for searching. Taggers can select label sets and edit video labels. *SoftSound SoftSound provides a transcript of the selected asset. Through SoftSound and IDOL 7, users can search the video for specific word spoken in the video and begin the video from there. SoftSound provides English and Spanish transcription. This is not a request for proposal and does not commit the Government to issue a solicitation, make an award, or pay any costs associated with responding to this notice. All responses shall remain with the Government and will not be returned. Any contractor who provides a favorable response may be invited to NCHS for an oral presentation. Background The Collaborating Center for Questionnaire Design and Evaluation Research (CCQDER) was established as a resource for the National Center for Health Statistics (NCHS), as part of the Centers for Disease Control and Prevention (CDC), and other Federal statistical agencies to develop and test survey questionnaires. Various methods are used evaluate questions including: cognitive interviewing, focus groups, and usability testing. Respondents are recruited to participate in a 1 hour or 1 ½ hour cognitive interview/focus group. Cognitive interviews and focus groups are audio or video recorded to allow researchers to review not only the transcript of the interaction, but also the behaviors and body language of the respondents. CCQDER employs a specific methodology supported by an integrated system. This system consists of commercial off the shelf video, database and other software as well as a custom developed application. The video software operates independently however the custom application (Q-Notes Plus) is the main interface with CCQDER researchers. It utilizes specifically selected embedded video retrieved (via API) from the video system. Q-Notes Plus is not to be replaced. CCQDER purchased Virage video capture software, streaming video software and manual video tagging (indexing of database) software in 2003. Virage software was later acquired by Autonomy, and subsequently Hewlett Packard. CCQDER upgraded to the Autonomy version of the software in 2011. This software version has been brought to EOL (End of Life). Summary and Additional Requirements I. Replace the functionality currently provided by the Virage video capture, storage, and streaming software. II. Migrate all existing video, audio, and.vdf assets contained in VSX Archive to the proposed database or repository. III. CCQDER's environment is secure and independent of all outside connectivity. Vendors must propose a replacement that does not include a "cloud" or requirements for any outside connectivity. IV. Tagging (indexing) a. Ability to manually tag the beginning and ending (time codes) of a question or statement. b. Ability to search and view a clip of a video (interview) that is related to other clips. c. Ability to find multiple clips (with ‘start' and ‘end' time codes) of an video (interview). d. Capability to play a clip of an interview and have that clip automatically stop playing at the next clip - a stop feature. V. On-screen speech-to-text recognition/voice recognition - Provide audio transcription of complete interviews.
