Description
The U.S. Army Contracting Command - Fort Dix on behalf of Program Executive Office Enterprise Information Systems (PEO EIS), Program Management Office (PMO), Integrated Personnel and Pay System-Army (IPPS-A), intends to award a modification to W15QKN-15-C-0049 on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contract modification will be for additional Training, Deployment, and Sustainment required for the IPPS-A Increment Program that was impacted by the program re-baseline. The period of performance will be extended by 19 months to 31 October 2021. The proposed source is CACI Inc, 14370 Newbrook Drive, Chantilly, VA 20151-4206. On 18 May 2015, Contract W15QKN-15-C-0049, was awarded to CACI to perform as the sole system developer/integrator for IPPS-A Increment II to provide services to design, develop, integrate, test, train, deploy and sustain IPPS-A Increment II from the transition of fielding support for Increment I through development of Increment II, Releases 2.0 through 5.0. CACI has gained a comprehensive understanding of IPPS-A requirements (functional and technical), over 157 Army business processes and the core myriad of commercial off the shelf products. This knowledge was acquired over a two year period as a result of performing requirements development, blueprinting activities and through continuous communication with external stakeholders. This deep understanding of IPPS-A is essential to providing effective Training, Deployment, and Sustainment. The knowledge gained by CACI would not be easily transferred to an incoming contractor who would need to be productive at the start of contract to avoid schedule delays and deliver quality products. CACI's training approach incorporates efficiencies by reusing the computer based training products as the context sensitive help capability that is integrated into the IPPS-A System. Because of the integration into the IPPS-A System, these products must be developed and maintained by CACI. Introducing a dependency between multiple contractors would present additional risk to quality and increase the potential of schedule delays. The Contracting Officer published a Sources Sought Notice via the Federal Business Opportunities (FBO) website on 31 January 2017 for the additional Training, Deployment, and Sustainment required for the IPPS-A Increment Program. The responses received from the Sources Sought Notice were evaluated and it was determined that it is implausible that any company other than CACI could support the schedule needs of the IPPS-A Program. This notice of intent is not a request for proposals or quotations. The Government is not seeking capability or technical responses to this Special Notice from industry at this time; however, comments or statements of interest for future development sustainment for IPPS-A may be submitted for market research purposes only. Any response to this Special Notice will be treated as information for market research only. The Government does not intend to award a contract on the basis of this notice or to otherwise pay for any information submitted in response to this notice. The redacted Fair Opportunity Exception for the contract modification will be posted on FBO as required within 14 days after award. Award of modification is anticipated in October 2018.
