- Description
- The Uniformed Services University has an urgent requirement to replace the steam and chilled water coils for Air Handler Unit 15 servicing the Biomedical Instrumentation Center (BIC) areas, Building A, ground floor level. The BIC area temperatures are unable to control without the replacement of the coils. This has been become an urgent issue as the outside temperatures vary. The BIC area services researchers and students for Flow Cytometry, Imaging, Genomics, Structural Biology and Histopathology research are affected by this issue. Steam and Cooling is necessary for the BIC area and wellbeing of the staff, students, faculty and other personnel using the BIC as the temperatures could drop to dangerous levels during the winter months. In accordance with (IAW) FAR 13.106-1(b)(1)(i), full and open competition is being precluded due to the urgency of the requirement as it relates to the mission, the immediate need for the efficacy effort, effects on the animals, efficiencies, reporting, etc. Delaying these repairs would result in a negative impact to USU employees and affiliates located in Building E.
