Updated Requirements Worksheet Request for Information (RFI): Legal Document Management System (LDMS) The United States Patent and Trademark Office (USPTO) has an opportunity under the Office of General Counsel (OGC) for a Legal Document Management System (LDMS) supporting OGC. The LDMS will provide OGC a comprehensive, centralized repository for storing and retrieving legal documents and emails. OGC is responsible for representing the USPTO in matters other than those involving intellectual property issues, providing advice and written legal opinions on areas concerning the administration and management of the USPTO. OGC currently stores documents on a shared network drive, though attorneys and paralegals store much of their work products in non-shared email folders and individual hard drives. The purpose of this requirement is to procure Commercial Off-The-Shelf (COTS) Legal Document Management System (LDMS). The associated North American Industry Classification System (NAICS) code for this requirement is 511210, proposed Federal Supply Code (FSC) is 7030, and the Small Business Size Standard is $38,500,000.00. The estimated ceiling amount is $450,000.00. The USPTO seeks to award a contract to provide a legal document management system to benefit the USPTO's core business mission, which is the examination, granting, and dissemination of patents and trademarks. The USPTO is an agency comprised of approximately 14,000 employees and contractor support personnel located in Alexandria and Arlington, VA and other hoteling locations. The USPTO is seeking information from contractors capable of supplying and implementing a Legal Document Management System. The Contractor shall provide COTS software to fulfill USPTO's current and future requirements for a USPTO Legal Document Management System. The core services required include the software, implementation, training and maintenance. This software will need to be a turn-key solution and not require code modification from the vendor to implement. The vendor will support 30-60 users by providing installation and configuration; training; and may be required to perform a data migration of cases from our current case management system. The desired system will enable the office to meet its business needs for searching and retrieving data and information without relying on keyword searching as the only search criteria. This RFI is not a request for proposals/quotes and the USPTO is not committed to award a contract pursuant to this announcement. Contractors are hereby notified that as a result of USPTO's exemption from the Competition in Contracting Act, the subject requirement may be procured using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) 6.1.3 Simplified Acquisition Procedures for Commercial Items and the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A). If the PTAG Competition Method is used, the solicitation may only be issued to those determined to be capable of providing the required services or products. This determination will be made based on USPTO's market research, including the responses to this RFI. The information from this RFI is for planning purposes only and will assist the USPTO in planning its acquisition strategy. This is strictly market research and the USPTO will not pay for any costs incurred in the preparation of information for responding to this RFI. The requirements are listed in Attachment 1 - Office of General Counsel Legal Document Management System Requirements. These requirements are not limited to the listed criteria.
