Description
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions". US Army Corps of Engineers (USACE), Portland District intends to award a sole-source, Firm-Fixed Price contract with Miles Light, 1105 Maple Ct, Broomfield, CO 80020-1049. The purpose of this acquisition is to develop an Economic Consequences Assessment Model (ECAM) in determining the economic damages associated with potential future flood events under different Treaty scenarios. ECAM has been shown to be an accepted model for use in federal planning studies. The process of determining the indirect economic impacts will follow published guidelines for Dam Failure consequence analysis published by the US Department of Homeland Security (DHS). DHS, following the same Principles and Guidelines that govern Corps planning studies, developed the Economic Consequences Assessment Model (ECAM) for analyzing the indirect economic consequences related to civil works projects. The model is an accepted, already developed model that specifically meets both the needs and policy requirements of the Columbia River Treaty studies. Utilization of ECAM for this task capitalizes on a previously developed and accepted model. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The NAICS code is 541690, Other Scientific and Technical Consulting Services. The size standard as defined by the U.S. Small Business Administration is $15 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a quote to the contracting officer before the notice end date. If no affirmative responses are received by 12:00 PM Pacific Time on May 10, 2018 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
