Description

SOURCES SOUGHT NOTICE This is a full and open Sources Sought Notice. This is NOT a solicitation for proposals, quotation abstracts, or quotations. This notice is for informational and planning purposes only and shall not be construed as a solicitation or an obligation or commitment by the Government, nor is it a Request for Quote (RFQ) at this time. Pursuant to Federal Supply Schedule (FSS) and FSS Contract Clause I-FSS 66 III 6605-5A, it is the intent of the Department of Veterans Affairs, (herein afterwards referred to as VISN 04) to establish two or more Blanket Purchase Agreements (BPA) for Automated Microbiological Instrumentation. The BPAs shall be under the FSS Contract, Federal Supply Class (FSC) Group 66 III Cost Per Test (CPT)/ Cost Per Reportable Result (CPRR), Clinical Laboratory Analyzers. The Government intends to award a CPRR BPA to two or more Contractors for Automated Microbiological Instrumentation. VA will also accept responses from all socioeconomic categories and open market sources in order to gain a more complete understanding of the market for these items. All responses should include the following; FSS contract number if applicable, socioeconomic category, whether respondent is a manufacturer or reseller, technical/capability information, ability to meet VA requirements, and existing customers. A listing of specific items and the estimated annual usage for VISN 4 is attached along with a draft performance work statement. The NAICS Code for the expected acquisition is 325413, with a Size Standard of 1250 employees and the PSC Code is 6550. Any subsequent procurement will be conducted in accordance with FAR Part 8. Interested sources may submit a 1 or 2 page capability statement with enough detail for the Government to make an informed decision regarding such capability. The statement should identify supplier s name, address, point of contact, phone and fax numbers, e-mail addresses and business type and size. Any pertinent FSS Schedule numbers with expiration date should also be provided. Please email capability statements to: Contracting Officer, Matt Parlett at matthew.parlett@va.gov by 4:30 PM Eastern Time on May 7, 2018. Telephone inquiries will not be accepted. Please note "VISN 4 Microbiology" in the subject line of the email. This notice does not obligate the Government to award a contract/agreement or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that the response is complete and sufficiently detailed to allow the Government to determine the organization s qualifications to deliver the supplies. Respondents are also advised that the Government is under no obligation to acknowledge receipt of the information or provide feedback about any of the information received. After review of the responses received, the Government may issue a pre-solicitation synopsis and solicitation may be published in GSA e-Buy. No proprietary, sensitive, confidential or classified information shall be included with your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation.
