- Atch 5 Technical Response Questionnaire, Laundry & Dry Cleaning Services Atch 4 NAF General Provisions & Clauses Atch 3, SCA Wage Determination, No. 2015-5648, Rev No 5, Dated 01/10/2018 Atch 2 PWS Appendix 1, Historical Quantities by Month, Laundry & Dry Cleaning Atch 1 Performance Work Statement (PWS) Laundry & Dry Cleaning SF1449 Request for Proposal (RFP) Laundry & Dry Cleaning This is a nonappropriated fund purchase and it does not obligate appropriated funds of the United States Government. Nonappropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars. This requirement is subject to AFMAN 64-302, Nonappropriated Fund (NAF) Contracting Procedures. This is a combined synopsis/solicitation for commercial services prepared in accordance with the guidance in FAR 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97 and DFARS DPN 20171228. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This combined synopsis / solicitation is issued as Request for Proposal (RFP) FA4610-18-T-0003. This acquisition will be competed as a 100% Small Business Set-Aside under North American Industry Classification (NAICS) Code 812320, Dry Cleaning and Laundry Services (except Coin-Operated), for which the size standard is $5.5M. This combined synopsis/solicitation is expected to result in award of a firm fixed-price contract for commercial services, described in Attachment 1, Performance Work Statement (PWS). The period of performance includes a basic period of 1 Jul 2018 - 30 Jun 2019, four (4) one-year option periods through 30 Jun 2023, and an optional six (6) month extension period through 31 Dec 2023. Offerors must submit written proposal using the SF1449 Solicitation/Contract/Order for Commercial Items form (SF 1449) provided with this announcement and must follow the instructions contained therein (e.g. 52.212-1 Addendum). Oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). Offerors are urged to complete or update SAM registration as soon as possible as new procedures could delay an offeror's eligibility for award. If you are registering a new entity in SAM.gov, you must provide an original, signed notarized letter stating that you are the authorized Entity Administrator before your registration will be activated. Content of the letter and mailing address may be found the sam.gov website. Entities registered in SAM are advised to log into SAM and review their registration information, particularly their financial information, no later than 29 Apr 2018. Contact the supporting Federal Service Desk at www.fsd.gov, or by telephone at 866-606-8220 (toll free) or 334-206-7828 (internationally) Monday through Friday from 8 a.m. to 8 p.m. (EDT), for FREE assistance. Entities are responsible for ensuring that their information is current and correct in SAM in accordance with paragraph (b) of FAR clause 52.232-33, and should routinely review such information for accuracy. All questions and/or comments must be submitted via email no later than 7 May 2018, 3:00 PM PST to katherine.williams.9@us.af.mil and sandra.odem@us.af.mil. Answers will be posted on or about 9 May 2018. Telephone and other means of oral communication are not permitted. Proposal must be submitted sent via email no later than 25 May 2018, 12:00 PM PST to katherine.williams.9@us.af.mil and sandra.odem@us.af.mil.
