- Amendment 0001 Answered questions. 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2) The solicitation number is W912JB18Q0032 and is being issued as a request for quotation (RFQ). 3) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-95. 4) This is a small business set aside. The NAICS is 541810 and the small business size standard is $15,000,000. 5) CLIN Description Quantity U/M 0001 Advertising Support 1 Job 0002 Contractor Manpower Reporting 1 Job 6) The Michigan Army National Guard (MIARNG) has a requirement for Advertising Support Services. The services will include developing and implementing a media plan. The vendor shall develop a media plan directed toward the MIARNG's target demographic. Based on the media plan, the vendor shall purchase and place advertising within the required media categories. The purchase price of the media shall be included in the total quoted price. All artwork and creative will be provided by the MIARNG. Please see the attached Performance Work Statement for detailed specifications. 7) This requirement is firm fixed price. Pricing must be a fixed price for the entirety of work quoted. Quotes that are cost reimbursement for any portion of the requirement will not be accepted. All advertising services and associated media placement must be quoted as a fixed price. Travel must be included in the purchase price, not as a separate line item. Travel will not be reimbursable. 8) Quotes must include price, technical approach and past performance information that is not more than three years old. Past performance information should include examples or work that is of the same nature and magnitude as the current requirement. Offers will be evaluated based on the Lowest Price, Technically Acceptable offer. Technical and past performance will be rated as Acceptable or Unacceptable. Offerors may provide multiple offers in accordance with FAR 52.212-1(e). 9) Offers are due at 12:00 pm, ET on 11 May 2018. Email quotes to Jacob.S.Curtiss.civ@mail.mil. Questions are due by 12:00 pm ET, 1 May 2018, and must be submitted via email. Questions will not be answered via telephone. Questions that occur after the cut off, but are considered to be significant to the requirement, will be accepted and discussed only with those vendors that have submitted a quote. 10) The following provisions and clauses are applicable to this solicitation: The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. See attached addenda for quote instructions. Offers should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. See addenda. 11) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. See addenda. 12) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition.
