- Application Form associated with OTS Call HSHQDC-17-R-00051 that is updated through Amendment 2. OTS Call HSHQDC-17-R-00051 that is updated through Amendment 2. This Other Transaction Solicitation (OTS) Call (HSHQDC-17-R-00051) - Identity and Anti-Spoofing of Non-Person Entities is a call issued against Department of Homeland Security (DHS), Science & Technology (S&T), Silicon Valley Innovation Program (SVIP), 5-Year Innovation Other Transaction Solicitation (OTS), HSHQDC-16-R-B0005 (current issue). The OTS describes the overarching program details whereas the call describes the specific problem set. Personnel deployed to an incident scene, tracking physical resources or monitoring a particular geographical area utilize a variety of technologies such as wearables and other devices that monitor vitals as well as connected sensors that provide contextually relevant situational awareness and anomaly detection. They, in turn, are supported by mobile platforms such as UAVs, communication hubs and other network elements that provide network and data connectivity. The various DHS Components have common requirements across their mission sets to ensure that Non-Person Entities i.e. Sensor Platforms, Wearable devices, small UAVs and other network enabled devices can be identified with a high degree of assurance and are not being spoofed. This call is looking for innovative identity assurance and anti-spoofing capabilities. The Identity and Anti-Spoofing of Non-Person Entities project is comprised of the following technical topic areas (TTA): • TTA #1: Identity Assurance of Non-Person Entities • TTA #2: Non-Person Entity Anti-Spoofing Capabilities We advise that you read the documents associated with this call: Technical Call : Provides the use cases, problem sets, constraints, technical and programmatic requirements and other pertinent submission information. Application : You must complete the application template provided with this call to be considered for award. Industry Day Files : Presentations, Attendee list and other documents from our Industry day The call is open through 12:00 PM PT June 15, 2018. Applications will be accepted on a continuous, rolling basis. Applications and Application resubmissions received after the closing date/time will not be considered for review. DHS S&T will evaluate applications four (4) times on a quarterly basis. The quarterly deadlines for submitting an application are: 07/28/2017, 10/27/2017, 01/26/2018 and 06/15/2018. Applications must be submitted prior to a quarterly deadline to be evaluated in the respective quarterly review cycle. The purpose of Amendment 2 to DHS OTS Call 9 (HSHQDC-17-R-00051)--Identity and Anti-Spoofing of Non Person Entities is to perform the following actions: Extend the closing date of the OTS Call from 12:00 PM PT, May 3, 2018, to 12:00 PM PT, June 15, 2018 Revise the last date that DHS/S&T will evaluate applications from 5/3/2018 6/15/2018. In the Technical Call, the 4th Deadline date in the table under Section 6.1 has been revised from 5/3/2018 to 6/15/2018. In the Technical Call, the date for the Closing Date/Final Quarterly Deadline has been revised from 5/3/2018 to 6/15/2018.
