Description
Application Form for OTS Call HSHQDC-17-R-00050 that is updated through Amendment 3. OTS Call HSHQDC-17-R-00050 updated through Amendment 3. This Other Transaction Solicitation (OTS) Call (HSHQDC-17-R-00050) - Energy Harvesting Fabrics is a call issued against Department of Homeland Security (DHS), Science & Technology (S&T), Silicon Valley Innovation Program (SVIP), 5-Year Innovation Other Transaction Solicitation (OTS), HSHQDC-16-R-B0005 (current issue). The OTS describes the overarching program details whereas the call describes the specific problem set. Responders have the need for communications equipment, sensors for environmental and physiological monitors, and other equipment in the performance of their normal duties. As First Responders increase their use of equipment for communications, situational awareness, monitoring, and improved technical capabilities, there is an increased requirement for sources of power to operate this equipment. Since First Responders are already carrying a heavy load of required equipment, non-traditional power sources to reduce the logistical and weight burden for responders are required. This call is looking for innovative energy-harvesting smart fabric technology for integration into our Next Generation First Responder (NGFR) program. The Energy Harvesting Fabrics project is comprised of the following technical topic areas (TTA): • TTA #1: Daily Duty Uniform • TTA #2: Wildland Firefighter Ensemble • TTA #3: Structural Firefighter Turn-out Gear We advise that you read the documents associated with this call: Technical Call : Provides the use cases, problem sets, constraints, technical and programmatic requirements and other pertinent submission information. Application : You must complete the application template provided with this call to be considered for award. How to Apply and FAQs : Gives you an overview of the Silicon Valley Innovation Program, how to apply and provides answers to questions we have received. Industry Day Files : Presentations, Attendee list and other documents from our Industry day The call is open through 12:00 PM PT June 15, 2018. Applications will be accepted on a continuous, rolling basis. Applications and Application resubmissions received after the closing date/time will not be considered for review. DHS S&T will evaluate applications four (4) times on a quarterly basis. The quarterly deadlines for submitting an application are: 07/28/2017, 10/27/2017, 02/07/2018 and 06/15/2018. Applications must be submitted prior to a quarterly deadline to be evaluated in the respective quarterly review cycle. Please complete the Energy Harvesting Fabrics Application and submit to dhs-silicon-valley@hq.dhs.gov prior to the deadlines. Please also check this site for updates to the call. DHS may decide to close the call early. If this occurs, DHS will publish a notification 30 days prior to closing the call. The purpose of Amendment 2 to DHS OTS Call 8 (HSHQDC-17-R-00050)--Energy Harvesting Fabrics is to perform the following actions: o Changed the 3rd deadline in the table in section 5.1 (page 6) to 02/07/18 o Corrected the time frame for completing quarterly reviews on page 8 from 2 - 3 to 3 - 4 (this matches the table on page 7) The purpose of Amendment 3 to DHS OTS Call 8 (HSHQDC-17-R-00050)--Energy Harvesting Fabrics is to perform the following actions: Extend the closing date of the OTS Call from 12:00 PM PT, May 3, 2018 to 12:00 PM PT, June 15, 2018. Revise the last date that DHS/S&T will evaluate applications from 05/03/2018 to 06/15/2018. In the Technical Call, the 4th Deadline date in the Table under Seciton 6.1 has been revised from 05/03/2018 to 06/15/2018. In the Technical Call, the date for Closing Date/Final Quarterly Deadline has been revised from 05/03/2018 to 06/15/2018.
