- Brand Name Specification This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-18-Q-1941. The Naval Undersea Warfare Center Division, Newport(NUWCDIVNPT) intends to award a firm fixed price purchase order for the following brand name ABAQUS License Renewal Products (No Substitutions): CLIN 0001: SIMULIA ABAQUS/CAE Extended, P/N: 5CP-QAX-YLC, QTY: 1 CLIN 0002: Subscription License: SIMULIA ABAQUS/Viewer-Shareable, P/N: 5CP-QVW-YLC, QTY: 1 CLIN 0003: SIMULIA ABAQUS Extend Tokens, P/N: 5TP-QXT-YLC, QTY: 16 The period of performance is 05/12/2018 - 05/11/2019 This procurement is solicited on an unrestricted basis. The North American Industry Classification System (NAICS) Code for this acquisition is 511210 as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The Small Business Size Standard is $38,500,000. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97 and DFARS Procurement Notice 20180131. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items apply to this solicitation. The provision at DFARS 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls applies to this solicitation. The clause at DFARS 252.204-7015, Notice of Authorized Disclosure of Information for Litigation Support, and Clause 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting, apply to this solicitation. This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. The Government has determined that this requirement includes an exception to Electronic and Information Technology (EIT), in accordance with FAR 39.204(b), the item is for a national security system, therefore, Section 508 requirements do not apply.
