- Past Performance Questionnaire Instructions and Evaluation SOW SF1449 The Federal Bureau of Prisons, National Acquisitions Section, Washington, D.C. is seeking quotes from qualified and responsible sources having the ability to provide maintenance and support for sixteen non-lethal/lethal fence systems located at Bureau facilities across the continental United States. The contractor shall physically perform an initial assessment of each type of non-lethal/lethal fence system within 14 days of date of award. The initial system assessment shall be used to generate proper preventative maintenance protocols, determine the types and quantities of spare parts needed, and ensure appropriate tools and equipment are available. Upon completion of the initial assessment, the contractor has 14 days to submit recommendations to include: complete set of high voltage output readings prior to PM and post PM; test all safety interlocks; verify all external indicators are in proper working order; verify that all zones alarm and annunciate properly; verify that all system modes operate properly; re-tension high voltage conductors where necessary; Tighten and lubricate all internal and external electrical connections; inspect and replace faulty insulators; Ensure proper equipment environmental conditions; verify that all cabinet locks operate properly; and provide a list of available software upgrades. On an semi-annual basis, the contractor shall be responsible for performing all recommended preventive maintenance tasks and software upgrades on each system as determined in the initial assessment. During the contract period, the contractor shall be responsible for providing 24 hour emergency service on all referenced non-lethal/lethal fence systems. 24 hour emergency supports includes establishing a hotline for emergency service request and technical support; timely responses after requests are made from the Government, and notification to the Contracting Officer's Representative should on site repairs be determined to be necessary. The contractor shall be responsible for providing all labor, tools, materials, and equipment necessary to execute the scope of this contract. Government escort staff observe repairs and assist with system operations during the preventive maintenance and repair procedures. Faith-Based and Community-Based Organizations can submit offers equally with other organizations for contracts for which they are eligible. The Government invites interested parties to respond to the Request For Quotes (RFQ). The RFQ closes on May 8, 2018 at noon. All information regarding this solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov.
