CyOSST III Market Research Questionnaire PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. This notice will be distributed solely through Federal Business Opportunities (FBO) Website ( www.fbo.gov ). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code contemplated for this acquisition is 541519, Other Computer Related Services. The Cyber Operations Supplemental Skills Training III (CyOSST III) program supports the ever growing need to combat cyber based threats by training teams that protect the nation's interests in cyberspace. The CyOSST III curriculum is specifically aimed at "Highly Specialized" 24 Air Force (AF)/Air Force Cyber (AFCYBER) Cyber Operators and Trainers in support of the US Air Force (USAF), United States Cyber Command (USCC) work roles supporting Cyber Mission Forces (CMF), and the US Government and Allies in support of USCC. Four CMF team types are supported, Cyber Protection Teams (CPT), Cyber Mission Teams (CMT), Cyber Support Teams (CST), National Mission Teams (NMT), and cyber weapons systems crew member positions, (IAW AFI 10-1703v1), "cyber crew positions that are designated mission ready/combat mission ready (MR/CMR) in guidance provided by the lead major command." The training supports cyber operation crew members who must satisfactorily complete Initial Qualification Training (IQT), Mission Qualification Training (MQT), and require Upgrade Training to maintain certification and proficiency in their job role. These students will receive cutting edge cyber security training in all of the latest cyber defensive techniques necessary to secure the United States from cyber based threats; consistent with supplemental skills training required for US Cyber Command. The requirements are to purchase training vouchers for System Administration, Networking, and Security (SANS) courses and one Global Information Assurance Certification (GIAC) attempt per student. Vouchers are redeemable for minimum class size of twenty-five (25) students with the option to add students to the class at a per-seat cost. Classes are taught on-site at the 39 th Information Operations Squadron (39 IOS), Hurlburt Field, FL or 39 IOS Detachment 1, JBSA, TX, in rent-free Government furnished facilities. The courses requested must be Commercially-Available-Off-the-Shelf (COTS) in accordance with Part 12 of the Federal Acquisition Regulations. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement. Please provide complete answers to all questions listed on the attached questionnaire. Do not just answer "Yes" or "No". Elaborate on all answers completely. Use a separate document if necessary. Request responses be electronically transmitted in response to this sources sought by 4:00PM, CDT, by 25 MAY 2018, by email to the attention of Henry C. Miller, Contracting Officer, at henry.miller.1@us.af.mil. Information received will be reviewed for the sole purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
