- Attachment VI - Turkish Authorization Attachment V - E QAPs Attachment IV - Consent Form Attachment III - Contractor Performance Assessment Qs Attachment II - Offeror Submission Package Attachment I - PWS w Appendix SPE603-18-R-0524 - Incirlik, Turkey Under this FBO notice, this solicitation is numbered SPE603-18-R-0524. The Defense Logistics Agency (DLA) - Energy - FESBA will be issuing a Request for Proposal (RFP/Solicitation) for services to perform Fuel Operations, Support Operations, and Management and Administration pertaining to the receipt, storage and handling, and issue services for the following capitalized fuel products: Jet Fuel (JP8), Diesel (SFD), Automotive Unleaded (ULG) or any additional product designated by the Contracting Officer at Government-Owned Contractor-Operated (GOCO) fuel facilities in Incirlik AB, Turkey. This includes services for the operation, maintenance, security, and environmental protection of Government aviation and ground fuel facilities at Incirlik AB, Turkey. Firms will be expected to maintain product quality and accountability at these GOCO facilities. Interested firms should be able to provide all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products. This procurement will be unrestricted under NAICS code 493190. The base period of performance is January 23, 2019 through January 22, 2023 with one five-year option from January 23, 2023 through January 23, 2028 and six one-month extensions from January 23, 2028 through July 23, 2028. It is standard procedure to ensure that any company that DLA Energy would select to provide these services adheres to all applicable host nation laws and regulations. Bidders are required to provide confirmation that they have secured authorization (i.e. permits, licenses etc.) from the Turkish Government to operate a petroleum facility on Incirlik AB, Turkey. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Wide Area Workflow (WAWF). A Sources Sought Notice was previously issued for this requirement under SPE603-18-R-5X13.
