HHS-NIH-NIDA(AG)-SBSS-18-177 Set Aside: Total Small Business Classification Code: R - Professional, administrative, and management support services NAICS Code: 541613 This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service­ disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman ­owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Please be sure to indicate if you have a GSA schedule contract, a contract on GSA 8(a) STARS, or a contract on GSA VETS GWAC. BACKGROUND The National Institute on Aging (NIA) is a component of the National Institutes of Health (NIH), part of the U.S. Department of Health and Human Services (HHS). The Institute was authorized in 1974 (PL 93-296) to improve the health and well-being of older Americans through research. Specifically, NIA supports and conducts research on aging processes, aging-related diseases, and the special problems and needs of older people; trains highly skilled research scientists; develops and maintains state-of-the art resources to accelerate research progress; and communicates with the public about health and research advances. Subsequent amendments to this legislation designated NIA as the primary Federal agency on Alzheimer's disease (AD) research. In January 2011, President Obama signed the National Alzheimer's Project Act (NAPA), which called for an aggressive and coordinated national Alzheimer's disease plan, which was unveiled in May 2012. The NIA Office of Communications and Public Liaison (OCPL) plans and carries out a legislatively mandated education program to disseminate the research findings of the Institute and all other relevant information to help older Americans deal with the problems of, and understand the processes associated with, aging. To assist in this outreach and communication effort, the NIA funds two national information centers: The National Institute on Aging Information Center (NIAIC) and the Alzheimer's Disease Education and Referral (ADEAR) Center, initiated in response to a 1986 Congressional mandate to "gather, maintain, and disseminate information about AD and publish an annual summary of the latest information" (P.L. 99 660, Part F, Section 951). In addition, the ADEAR Center's activities contribute to the implementation of the National Plan instituted by NAPA. Together, these two centers form the NIA Information Resource Center. The need for the Centers has not diminished since their inception. In fact, as the American population ages, the need for research-based information on aging and AD is ever more urgent. In dealing with the public and other Information Center users, each of these two national information centers has a separate and unique identity. The NIAIC disseminates aging-related health education and disease prevention information, and the ADEAR Center serves as a national resource on AD, providing accurate, timely, research-based information about the disease, its consequences and potential treatments, research, and available services. Each Information Center serves a broad audience of the general public, patients and family members, physicians and other health professionals, researchers, special interest groups, service organizations, other government agencies, and the mass media. This is not a new requirement. A similar requirement entitled The National Institute on Aging (NIA), Information Resource Center is currently awarded to JBS International, Inc. OBJECTIVES The primary objective of the project is to provide all management, technical, logistical, and administrative services, including, facilities for the continued operation of the NIA Information Resource Center, which includes the NIA Information Center (NIAIC) and the congressionally mandated Alzheimer's Disease Education and Referral (ADEAR) Center. PROJECT REQUIREMENTS/SCOPE OF WORK NIA is seeking information from all Small Business sources capable of providing NIA with an Information support system. The contract will be designed to ensure that the vitally needed information associated with aging is disseminated to the members of the general public, older adults, caregivers, and to the health care professionals responsible for their care, as well as the aging, Alzheimer's, and dementia research community. The potential interested Small Business must demonstrate recent experience and capability to perform in the following fourteen (14) areas: 1) The Contractor must demonstrate the ability to provide all management, technical, logistical, and administrative services for the operation of the NIA Information Resource Center. The major tasks include: Management; Website and Database Development, Management, and Maintenance; Information and Referral; Communications Research; Content and Product Development and Graphic Design Services; Outreach; Meeting and Conference Support; and Warehouse, Inventory, and Distribution. 2) The Contractor shall develop, implement, and maintain an effective and efficient project management and planning process for clearinghouse operations, including methods to control costs incurred in the performance of this contract. 3) The Contractor shall develop, implement, and maintain online systems to support information dissemination and outreach activities, such as inquiry tracking, inventory management, and reporting. In addition, the Contractor must have the capability to develop, implement and maintain a help desk ticket system and real-time publications inventory tracking made available to NIA staff.. 4) The Contractor must demonstrate expertise in and familiarity independently developing and managing searchable online information databases (such as the Alzheimer's disease clinical trials database) and e-commerce sites (e.g., publications ordering). 5) The Contractor shall be responsible for all aspects of the design, operation, management, hosting, application support, and maintenance of the NIA public websites, using the Drupal Content Management System. The Contractor shall establish and maintain appropriate security measures to protect the integrity of the websites, their content and related data files, as well as ensuring that all content conforms to accessibility and usability requirements and guidelines and federal security requirements. 6) The Contractor must have knowledge and expertise sufficient to adapt and communicate technical information on aging and Alzheimer's disease research to diverse professional and lay audiences (e.g., health professionals, older adults and caregivers, media, general public), and respond to written, electronic, and telephone inquiries received in English and Spanish. 7) The Contractor shall plan, research, write, edit, design, field test, produce, and distribute health content, messages, and materials for the public, health care providers, and researchers in a variety of formats and through a variety of channels (such as print, video, web, mobile, social media). The Contractor shall perform writing and editorial functions, draft concept clearances, develop appropriate graphic treatments, test the materials with target audiences as appropriate, ensure compliance with usability and accessibility (508) standards, and assume responsibility for all tasks related to product and content development 8) The Contractor shall plan and implement formative research activities, including but not limited to focus groups, environmental scans, usability testing, and other methods to evaluate messages, materials, products, and programs in a variety of target audiences, including multicultural audiences and those with limited English proficiency. The Contractor also shall evaluate outcomes and effectiveness of outreach campaigns and materials. 9) The Contractor must be able to implement all aspects of meeting and conference planning and management, in accordance with current government rules and regulations, specifically those pertaining to scientific meetings and conferences. 10) The Contractor must be capable in planning, implementing, conducting, and real-time tracking the outreach activities of the NIA Information Resource Center, including on social media and websites. 11) The Contractor shall research, distribute, track, and warehouse all NIA publications and ancillary materials, including but not limited to exhibits, videos, and archived materials. The Contractor shall provide all requisite labor, facilities, and equipment to safely and securely store and efficiently distribute NIA materials. 12) The Contractor shall have the facilities and equipment (including but not limited to computer hardware and software and all requisite parts, accessories, and resources) to operate and maintain a fully-functional national health resource center. The Contractor shall provide all equipment, coordinated furniture, supplies, and miscellaneous needs to support staff and operate the NIA Information Resource Center to a high level of quality and consistency. 13) The Contractor shall maintain the toll-free telephone services needed to operate the Information Resource Center (with dedicated voicemail, multiple-line capability, and toll-free TTY service for hearing-impaired callers). The Contractor also shall provide additional backup telephone services and staffing to support surges in demand. The Contractor shall provide direct telephone and e-mail service to enable the NIA Project Officer to communicate with the Project Director and project staff. 14) The Contractor shall maintain an office within the Washington, DC, metropolitan area, preferably within 10 miles of the NIH campus and have access to meeting space for up to 20 people, Internet connection and projection, and teleconference and videoconference capabilities. ANTICIPATED PERIOD OF PERFORMANCE Five years from date of award (base plus four option years). The estimated time frame for award is May 2019. OTHER IMPORTANT CONSIDERATIONS The Government is expected to use procedures in FAR Part 15, Contracting by Negotiations. The North American Industry Classification System (NAICS) Code 541613 with a size standard limit of 500 employees. CAPABILITY STATEMENT/INFORMATION SOUGHT To respond to this notice, interested Small Businesses should carefully read the instructions below and respond with a capability statement. a. Capability Statement - Respondents to this notice must provide, as part of their response, a capability statement to include the following: (1) information regarding the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to independently perform all of the work as described above; (c) prior completed projects of a similar size and scope; (d) corporate experience and management capability; and, (e) examples of prior completed Government contracts, references, and other related information: (2) respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc.) pursuant to the applicable NAICS code; (3) other resources available to perform this work (e.g. industry security clearance, etc.) and, (4) any other information that may be helpful in developing or finalizing the acquisition requirement. b. Information Submission Instructions - Respondents should provide responses accordingly: (1) submit information electronically via email. No telephone, hard copy, or facsimile responses will be accepted; (2) format capability statements using Microsoft Word or Adobe PDF including attachments, resumes, charts, etc. Use single space, 12 point font minimum and 8 1/2 x 11 page size; (3) organize material in such a manner that clearly identifies and addresses capability requirements and provide an executive summary; (4) capability statement should not exceed ten (10) single sided pages including references; (6) responses should be received no later than May 5, 2018 at 4:00 PM EDT; (7) include respondents' technical and administrative points of contact, Including names, titles, addresses, telephone and fax numbers, and e-mail addresses; and (8) send responses to this notice via email to jon.gottschalk@nih.gov.
