Description
THIS IS A REQUEST FOR INFORMATION (SOURCES SOUGHT) ONLY!!! The Central Texas Veterans Health Care System (CTVHCS)- Temple TX, is looking for Open Market contractors that are Small Businesses (SDVOSB, VOSB, 8a, WOSB, etc.) and have the capability to provide Cable-based Television and Internet services at all required locations within the CTVHCS for our Veteran patient s usage. If there aren t any capable Small Businesses available, the VA will look to issue the solicitation as an Unrestricted Full and Open Competition. Here s the Scope of Work anticipated: The contractor shall provide the requested services of cable based Television and internet to the VA facilities The Contractor shall establish a master account for the VA Central Texas. The Contractor shall be required to supply technical support of the signal amplifiers located on the VA Campus. This would be to the full extent to include replacement amplifiers. The contractor shall be required to correct the Cable plant that all feeds on campus come from one location and then loops out to the other buildings. All internet connections must be set in a single room per location and then will be patched to the area where the connection is required. All inbuilding connections to the Televisions will be maintained by the VA. The contractor shall provide a variety of Television channels that are channeled throughout the VA clinics and Hospital receiving the Service within the CTVHCS. The Contractor shall provide the internet connection and provide a list of all assigned IP addresses. The contractor will be required to provide assistance and parts when needed on issues involving the hardline fiber connections. This consists of connector repair, tuning of amplifiers and replacing filters in the amplifiers within the VA Cable plant. This does not include the replacement of the Fiber itself. The contractor shall be required to correct the current installation so that all connections from the outside pass thru one point and then is looped thru the other building as needed at no cost to the VA using the existing Data conduit. Contractor may be required to install new cabling (fiber optic, etc.). Cable TV service shall be 100% digital (no satellite or dish) and must seamlessly integrate into existing cable utility infrastructure installed at this facility. Internet service must be delivered directly to the facility through fiber optic or coax cable lines. No internet services delivered via telephone/DSL will be considered. The locations are as follows: Television Service to the following Locations: Central Texas Veterans Health Care System, 2002 Scott Blvd, Temple, TX, 76504 Temple VA Clinic Annex, 4501 South General Bruce Dr., Temple, TX 76502 Austin Outpatient Clinic, 7901 Metropolis Drive, Austin, TX, 78744 Medical Center, 4800 Memorial Drive, Waco, TX, 76711 (All Buildings) Medical Center, 1901 S 1st St, Temple, TX, 76504 (All Buildings) Killeen Sleep Lab, Killeen TX Internet service as defined by bandwidth and locations: Austin OPC, 7901 Metropolis Drive, Austin, TX, 78744 (300M DIA/MSS/13 Static IP) Medical Center, 4800 Memorial Drive, Waco, TX, 76711 (200M DIA/MSS/13 Static IP) Medical Center, 1901 S 1st St, Temple, TX, 76504 #BLDG 204 (500M DIA/MSS/13 Static IP.) Please respond on or before Monday April 30, 2018 @ 2:00 PM via email to antonio.jackson@va.gov with the following information: 1. Your company's name, and address and a POC 2. GSA FSS contract# (if applicable) along with the applicable SIN(s) 3. Your company's socio-economic status, for example: Small Business, Disadvantaged Small Business, HUBZone, Woman Owned, Veteran Owned, Service Disabled Veteran Owned, etc. 4. Your company's capability statement to provide the needed services as outlined above 5. All Small Businesses must adhere to FAR Clause 52.219-14 Limitations on Subcontracting by guaranteeing that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the small business. Please provide a brief narrative on how you will accomplish that. The NAICS code for this requirement is 517311 with a size standard of 1500 employees.
