Description

The Naval Air Warfare Center Training Systems Division (NAWCTSD) at Orlando, FL has a requirement to establish a new Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple Award Contract (MAC) titled, �Training Content Contract (TCC) �. The TCC MAC will have a scope broad enough to cover a wide range of training courseware and products to include a full range of analysis, design, development, production, modification, test, evaluation, delivery, refurbishment, and product support. The intent of the TCC MAC will be to establish the ability to complete training content acquisitions in the most efficient and timely manner possible. The TCC MAC will allow for competition of individual Delivery Orders (DOs) and Task Orders (TOs) and decreases acquisition Procurement Administrative Lead Time (PALT), while still ensuring delivery of high quality products and services at a reasonable price. A draft Statement Of Work (SOW) is attached for industry review and feedback. The current anticipated overall estimate for the TCC MAC is $894 million and the anticipated ordering period is five years with one two-year option ordering period. The Government anticipates release of a solicitation in 1st Quarter of FY 2019 and contract award in the 3rd Quarter of FY 2019. The Government is requesting that interested and capable vendors submit a capabilities statement. Responses should include a narrative identifying the scope of past and present (within the last 3 years) relevant experience on similar contracts, indicating if it was in the U.S.A. or in a foreign country (include dollar value, complexity and point of contact), a description of capabilities to perform the subject effort, any comments on the requirements, and any alternative approaches to filling the subject requirement. Potential sources must identify their business type (i.e., small business, large business, small disadvantaged business, 8(a) certified business, woman-owned business, etc.). For purposes of reporting business size, the anticipated applicable North American Industry Classification Systems (NAICS) Code for this requirement is 541330, Engineering Services with a small business size standard of $38.5 million. The anticipated Product Service Code is 6910 Training Aids. Please limit submissions to 10 pages as brevity of extraneous information is desired.
