Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE Solicitation No. M00264-18-Q-0078 This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 6.302-1 Other Than Full and Open Competition - one responsible source. The applicable NAICS Code is 541611. The USMC Regional Contracting Office (RCO) - Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to: Multi-Health Systems, Inc. (MHS, Inc.) Ste 706 #60 Industrial Pkwy Cheektowaga, NY, 14227-2713 The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(a)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This requirement is for a emotional intelligence test tool to identify enlisted career Marines who may develop into ineffective or counterproductive leaders by measuring their emotional intelligente at the time of reenlistment. Multi-Health Systems, Inc. is the proprietary and supply the EQ-i 2.0 as a COTS product which can be purchase for more than one provider in a standard form. However, the standard Emotional Intelligence Test EQ-i 2.0 is not suitable for USMC use. The Marine Corps requires a modification of the original product which only the product owner can provide. Multi-Health Systems, Inc. is the owner of the Emotional Intelligence Test Tool EQ-I 2.0 and the only authorized to modify the product to fulfill the Marine Corps requirements. Procurement planning for the effort is currently in process, and award is expected to be made on or around May 28, 2018, in accordance with fair opportunity under Far Part 13 procedures. The anticipated contract is for a period of performance from 01 June 2018 through 31 May 2019, and two 12 month option periods. This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to grace.gonzalez@usmc.mil no later than 07 May 2018, 12:00 p.m. Eastern Time. Late responses will not be considered.
