- This Request for Quote (RFQ) is made using the procedures of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. Basis of Award: The National Park Service, Northeast Region (NER), New England Major Acquisition Buying Office (NE-MABO) intends to award a purchase order to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation. Note: Prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract. Initiate/Update SAM registrations at https://www.sam.gov. Requests for the Statement of Work and RFQ are directed to view the entire RFQ on the Governmentwide point of entry available via the Internet at https://www.fbo.gov/ using Keyword / Solicitation #: 140P4318Q0038. This RFQ is restricted to small businesses in accordance Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The RFQ will be set-aside for 100% for Small Businesses under NAICS Code: 561730, Landscaping Services (SBA size standard $7.5 Million). The Contractor shall furnish all equipment and sufficient personnel to remove 215 linear feet of Section H-28 of the Caretakers Cottage Hedge and replace with 80, 4 foot tall Eastern hemlock nursery trees. Period of Performance is 09/10/2018 to 11/10/2018. Dept. of Labor, Service Contract Act Wage Number: 2015-4026 Rev. 06 shall apply. Interested parties are strongly encouraged to inspect site prior to quoting. The Point of Contact for a Site Visit is found in the RFQ. Any questions regarding this solicitation shall be submitted in writing to the Contract Specialist, David Barceleau, at david_barceleau@nps.gov. Questions should be submitted no later than two business days prior to the due date.
