Description
This is RFI/Sources Sought Notice to determine the availability of potential sources having the capabilities to provide Boiler Plant Training Services for the Sheridan VA Medical Center in accordance with the below Statement of Work. The Sheridan VAMC is located at 1898 Fort Rd, Sheridan, WY 82801. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought notice. All responses should be submitted by email to Jared.Cariker@VA.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications relative to NAICS 811219 Other Electronic and Precision Equipment Repair and Maintenance. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. SPECIFIED REQUIREMENT: Sheridan VAMC is seeking a potential contractor with capabilities to provide on-site boiler plant training. In regards to the above requirement, does your company possess the ability to provide on-site boiler plant training services in accordance with the below SOW for the Sheridan VAMC? Company Information Company Name: DUNS: Socioeconomic status: __ SDVOSB __ VOSB (Verified by VIP/CVE/VetBiz) __ Small Business (please provide any additional Small Business __ Woman Owned __ 8a __ HubZone __ Disadvantage Business __________________(list any other Small Business Category) __ Large Business POC: Phone: Email: ON-SITE BOILER PLAN TRAINING STATEMENT OF WORK GENERAL INFORMATION Title of Project: Conduct training for Sheridan FMS Boiler Plant Staff Scope of Work: The contractor shall provide all labor, supervision and all other resources required to deliver the requirements stated herein, except as may otherwise be specified in this statement of work. The contractor will provide the training necessary to accomplish the objectives listed below, and applied to SHE boiler plant employees and FMS staff. Background: The Sheridan VAHCS boiler plant has been operating in a degraded, marginal operation for several months and this has placed both patient and staff safety in precarious positions during outages, upgrades, general troubleshooting and repair to our boiler system. The Sheridan boiler system was upgraded with a new system within the past few years, and with staff turnover, training on new techniques to operate and repair control components, relays, Variable Frequency Drives, etc., has not kept up with demand nor has there been a skill level necessary to understand these newer, upgraded systems. Performance Period: The training will be accomplished in 4, 8 hour course days. The preferred method would be 4 days in the week onsite to include boiler plant staff that are working on the 4pm to 12am shift, and the 12am to 7:30am shift. The 5th day will accommodate other Sheridan FMS staff, to include electricians and other repairers, on repairing controls. In most instances, there is only one boiler plant operator on each shift and this would allow the students to be able to receive live training in the boiler plant while having minimal impact on day-to-day operations. The training will be for 9 people. Boiler Information: The facility s 2 main boilers are manufactured by Boilersmith (Canadian manufacturer) and are coal-fired. The back-up/secondary boiler is manufactured by Superior, and is gas-fired. This system was installed at the Sheridan VAMC in 2013. GENERAL REQUIREMENTS Conduct boiler plant training, and specific training on control components and relays to include Variable Frequency Drives, resetting and clearing alarms, and other techniques SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Deliverables for Boiler Operations and Electronic Controls Course One: Review SHE boiler operation and theory with boiler plant operators, to include review of schematics Conduct walk-around with trainee on their weak areas and areas that require knowledge or need improvement to fully perform their job. Familiarization with SHE boiler system. Instruct boiler plant staff to handle emergency events and respond to alarms. Two: Train boiler plant staff on troubleshooting and performance of operator maintenance of Variable Frequency Drives, relays, & control components. Train boiler plant staff on problem-solving, and proper diagnostic & measurement equipment utilization Conduct training for staff on safety and code compliance GOVERNMENT RESPONSIBILITIES [If applicable] Training room Flip charts and training supplies Other Visual Aids, and training area CONTRACTOR EXPERIENCE REQUIREMENTS Contractor Requirements: Selected vendor/contractor must have experience with the above said type of boilers. Selected vendor/contractor must also have experience with the following facility boiler plant systems and equipment: Siemens boiler controls, modules, and sensors. Moss systems. Hays Cleveland Master Controls and combustion controls. Familiarity with Fundamentals Certified, experienced Boiler Plant Operator with current industry experience Experience in operator maintenance of control components, relays, & Variable Frequency Drives Extensive, and expert experience in troubleshooting problems including alarm response, recognition of fly ash faults, and disposal methods CONTRACTOR PERSONNEL SECURITY REQUIREMENTS New contractor personnel security requirements, which facilitate the security programs for computer systems and automated information systems implemented by the Office of Security and Law Enforcement and Veterans Health Administration.
