- MICC-West Point intends to solicit and negotiate with only one responsible source under the authority of FAR 13-106-1(b)(1)(i). "Only one responsible source" is based on the company being the sole developer and provider of the product(s) and/or service(s) and is therefore the only source capable of satisfying the Government's requirement. The Government intends to solicit and negotiate with: SENYLRC (SOUTHEASTERN NY LIBRARY RESOURCES COUNCIL), 21 S. ELTING CORNERS RD, HIGHLAND NY 12528 THE INFORMATION LISTED BELOW SPECIFIES THE REQUIREMENTS FOR THIS SERVICE: The United States Military Academy (USMA) Library participates in a resource sharing program with the New York Library Reference and Research Resources Council (NY3Rs). Our local branch of NY3Rs is the Southeastern NY Library Resources Council (SENYLRC). Empire Library Delivery Service contracts with Custom Courier Solutions to transport books and audiovisual materials to all libraries in the NY3Rs consortium. The USMA Library is one of 119 libraries that participate in the delivery service contract. This agreement is between SENYLRC (vendor) and the USMA Library (government). PERIOD OF PERFORMANCE: JULY 1, 2018 - thru - JUNE 30, 2019 VENDOR PERFORMANCE REQUIREMENTS: - A courier service for library materials with expected turnaround times of 24 hours in Upstate Zone (Albany, Syracuse, Rochester, Buffalo, and Newburgh) and 48 hours in Downstate Zone as detailed in agreement referenced above. - Service to all libraries in the NY3Rs consortium. - 5 days a week service with the exception of most US Government holidays. - Courier service drivers will arrive at approximately the same time each day, within a one-hour window. - Couriers will deliver to the USMA Inter-Library Loan Office in Room 226. - Unlimited number of packages can be shipped daily. - Provide shipping bags. - Couriers must contact library personnel if/when delivery will not be made on a particular day. - Library staff will update NY3Rs website with service delivery issues if/when they occur. This notice of intent is not a request for competitive proposals. However, any responsible source that believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Responses to this notice are due on or before 04/27/2018 by 04:00 pm Eastern Standard Time (EST). All responses are to be sent by email to jorge.l.acevedo4.civ@mail.mil.
