- Applicable Wage Determinations for locations of performance. Statement of Work (SOW) Solicitation and clause/provisions/terms documentation. Proposal Pricing Sheet - to be completed by Offeror. Ref: Pre-solicitation Notice 20104038. Outline This is a solicitation for commercial items (services) in accordance with the attached Statement of Work (SOW) and accompanying documents. The solicitation number is 70B03C18R00000051 and is issued as a request for proposal (RFP). The solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 561612 with a small business size standard of $20.5M in average annual receipts. This requirement is a Total Small Business set-aside, and only qualified Offerors may submit bids. The solicitation end date is on May 11, 2018 at 3:00 P.M. Eastern Standard Time (EST). Requirement The Department of Homeland Security, United States Customs and Border Protection, United States Border Patrol, h as a requirement for contractor support services (hereinafter "Contractor") to provide secured, armed transportation of controlled substances to include bulk quantities of narcotics, marijuana and pharmaceuticals, in accordance with the attached Statement of Work and accompanying clauses and provisions documentation. Except as otherwise indicated, the Contractor shall provide all management, supervision, manpower, materials, and vehicles/transportation necessary to accomplish the services identified within the SOW. The Contractor shall be required to employ personnel who are qualified to legally carry weapons and who can pass a background investigation. The general work to be performed will be the secure loading, transporting, and unloading of incidental controlled substances during the pickup and transportation of bulk marijuana from CBP Stations, Border Patrol (BP) Stations, BP Storage Facilities (SF), and Destruction Facilities (DF) as indicated in the supporting documents and SOW. The full requirements are contained within the SOW and solicitation documentation as attached. Contractor shall perform transportation events escorted by a USBP Designated Representative ( Agent/or Task Officer Personnel). All solicitation documentation and accompanying documents must be read in their entirety and all listed requirements must be addressed in the Offerors proposal data. Failure to address all areas may result in the proposal being determined non-responsive. Period of Performance: Base Period of Performance: 07/01/2018 - 11/30/2018 (5 months) Option 1 Period of Performance: 12/01/2018 - 11/30/2019 Option 2 Period of Performance: 12/01/2019 - 11/30/2020 Solicitation and Proposal Attachments ***Question Submission: Interested Offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond, but no questions shall be accepted after 1159 P.M. EST on May 7, 2018. Questions must be submitted directly to the POC as indicated on this notice. *** Offerors that respond to this solicitation MUST submit all required documents to Contracting Officer Frank S. Duarte at email: frank.s.duarte@dhs.gov. As indicated in the solicitation documentation, each prospective Offeror shall include in its submission the fully completed Proposal Pricing Sheet attached to this notice. Failure to comply with this term may result in the proposal being determined to be non-responsive. In addition to providing pricing for this solicitation, each Offeror must also provide any required, NON-PRICING responses, (e.g. technical proposal, representations and certifications, etc.) so that they are received no later than the closing date and time for this solicitation. Submissions shall be sent to the POC listed on the solicitation in accordance with the requirements as outlined in the clause entitled "Instructions to Offerors" contained within the solicitation documentation. Proposal MUST be good for 45 calendar days after close of solicitation. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. The selected Offeror must comply with all included commercial item terms and conditions, which are incorporated within the solicitation documentation.
