Description
TITLE: DHA Reference and Metadata Management INTRODUCTION: The Military Health System (MHS) is planning to consolidate its enterprise data storage systems, to improve access to data from these systems to MHS stakeholders, and to migrate data as necessary to support a new electronic health record (EHR) system. Coordination of reference data tables and mapping of data elements is necessary to ensure consistent and accurate measurement capability and semantic interoperability between component systems through this transformation. AUTHORITY: The DHA Component Acquisition Executive J-4 is issuing this notice for the purpose of Market Research as required by the Federal Acquisition Regulation (FAR) 15.201 and FAR 10.002. GENERAL IPN PROGRAM PURPOSE: The DHA IPN Program, within the Component Acquisition Executive (CAE) (J-4) Directorate at the DHA, intends to use industry responses and potential further communications from this notice as market research for subsequent acquisition strategies. DHA seeks information on availabilities, capabilities, and other pertinent marketplace data to strengthen the DHA's understanding of the current and future marketplace to enhance its ability to obtain quality services economically and to efficiently and lawfully establish potential vendor source files, listings, and requirements. The DHA will not award any contracts under this notice. DHA'S SPECIFIC DESCRIPTION OF PROBLEM AND MARKET RESEARCH NEED: The DHA is interested in learning more about tools to manage the enterprise data management systems for the MHS, and facilitate our ability to meaningfully share data between current systems and the data management systems in our new commercial EHR. This will likely include the eventual migration of large volumes of data to the new systems. The MHS has used electronic medical result reporting, computerized medication order entry, and documentation systems of increasing robustness for over 30 years, and MHS deployed a system wide EHR (AHLTA) in 2003. DHA data systems currently store data on over 20 million persons, to include purchased care billing data on all beneficiaries. Much of the data is in standard code sets (ICD9, ICD10, CPT, MEDCIN, etc.) but there are also tables of system specific institutional data. DHA currently coordinates with the Defense Health Management System Modernization (DHMSM) program office and the Department of Veterans Affairs (VA) to support data visualization in a joint record viewing system and health information exchange (HIE) gateway. The DHA system data is mapped to national standard terms in multiple data domains currently to support the viewer and HIE participation. DHA participates in the national eHealth exchange and MHS systems can export data in CCD, CCDA, and C62 formats, relying on the same terminology mapping developed for the joint viewer. The same maps, with filtering applied, are used to import legacy data into the new system upon patient registration. As the new EHR generated health data begins to predominate over the next few years, DHA will need reference and metadata management systems able to relate national standard terminology to MHS system usage, and to enable proactive management of measurements from the clinicians' desktop to enterprise dashboard presentation. The anticipated increase in clinical data from the new EHR, and the need to integrate decades of historical health and business system data, will require a robust enterprise reference and metadata management system. OTHER IMPORTANT CONSIDERATIONS: The MHS has relied on a limited number of unique codes and reference tables to manage its global health care system and deliver military specific measures of readiness to its principal stakeholders, the military Departments. While it is anticipated that the new EHR will enable additional options to support new missions that may eliminate the need for DOD unique entries in standard code sets, interoperability with historical data will be necessary through the transition from unique code sets so as not to interrupt the mission. CAPABILITY STATEMENT/INFORMATION SOUGHT: The DHA is seeking submissions describing enterprise reference and metadata management systems with demonstrated capability to: • Incorporate published national standard terminology in multiple domains to automate mapping of native terms • Support customer specific reference tables for multiple data domains, for example customer specific nomenclature for facility locations, department, and clinic names • Highlight impacts of terminology changes on dependent measures and value sets • Automate the mappings when national standard code sets are updated • Interface with Cerner subsystems, to include HealtheIntent ®, that may be involved in enterprise data management Submissions provided to the DHA IPN team will be no longer than 5 pages. The company may submit a separate general capabilities statement. DISCLAIMER AND IMPORTANT NOTES: THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. This notice constitutes solely a market research effort as described under FAR 10.002. This notice does not obligate the Government to award a potential contract or otherwise pay for the information provided in response. The Government reserves the right to use results of the communications with industry for any purpose consistent with, and not otherwise prohibited by FAR Part 10. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, in no case shall responses to this notice be considered either a response to a solicitation or a submission of an unsolicited proposal, as defined by FAR 2.101. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. Industry responses will be shared with DHA staff for the purpose of market research. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s) NEXT STEPS: Submittals should be emailed to the Government's IPN team on or before May 4, 2018. All responses will be reviewed and assessed by DHA staff. Several contractors may subsequently be invited to present additional details about the submittals at a face-to-face meeting with the Government in June 2018 in Washington, DC. The POC identified on your submission will be notified about this face-to-face meeting via email. We greatly appreciate your time and look forward to learning more about reference and metadata management. Each of the responses will be maintained by DHA as a source of market research information.
