- Parts List Request for Clarification SF 18 This is a pre-solicitation notice for two (2) each DDG-51 MAJOR OH KIT (#WLP001259-001); two each WARTSILA seal ring splits (part # AM13529999), SEAL RING SPLIT 76100-080 SPLIT); two each WARTSILA seal ring splits (part # AM13539999, SEAL RING SPLIT 76100-078 SPLIT); four each WARTSILA seal ring splits (part # AM13549999, SEAL RING SPLIT 76100-084 SPLIT) in support of the USS STERETT, prepared in accordance with FAR Part 13 using simplified acquisition procedures. This announcement constitutes the only solicitation; quotes are being requested, please see attached written solicitation. S outhwest Regional Maintenance Center Procurement Code 410, San Diego, CA intends to compete the major overhaul kits and seal ring splits as a Brand Name Sole Source procurement to the Original Equipment Manufacturer (OEM) Wartsila Defense, Inc. and its authorized distributor Pioneer Industries, Inc. This contract action is for direct replacement parts for which the Government has solicited and negotiated with only one source under the authority of FAR 6.302; only one responsible source and no other supplies or services satisfy the requirement. This notice of intent to award is not a request for competitive price quotes, and is designated for only the OEM and the authorized distributor. A determination by the Government not to request Full and Open quotes was made and responses to this notice are solely within the discretion of the Government. The contractor will be required to provide all labor services and materials in accordance with the established statement of work and all applicable government specifications and regulations. Inspections and acceptance of all services will be perfomed at destination by the cognizant government representative. The contractor is responsible for the use of the latest revision of all references, specifications, and NAVSEA Standard Items. The successful offeror will be required to have a Southwest Regional Maintenance Center approved Quality System (IAW NAVSEA Standard Item 009-004) approved and in place at time of contract award. This solicitation document incorporates provisions and clauses that are those in effect through the Federal Acquisition Circular, FAC 2005-97, dated 02/22/2018. The NAICS Code for this acquisition is 336611 and the small business size standard is 1,250 employees.
