Description
The purpose of Sources Sought Notice Amendment W91ZLK-18-R-0013-0001 is to answer vendor's questions below. Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length, in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 2 pm, Eastern Time, 7 May 2018. All responses under this Sources Sought Notice must be e-mailed to Ms. Susan Sowa, Contracting Officer at susan.l.sowa.civ@mail.mil. For questions concerning this Sources Sought Notice contact Ms. Susan Sowa, Contracting Officer, via email susan.l.sowa.civ@mail.mil. Please provide any questions no later than 1 May 2018 @ 2:00 PM Eastern Time. NO TELEPHONE REQUESTS WILL BE HONORED Question 1. This is in reference to the requirement you posted on FBO under Ref# W91ZLK18R0013 for Consolidated Manpower for Information Technology Services. We have query regarding this Sources Sought, please provide your valuable answer: Is there an incumbent on this contract? If so, please provide the incumbent name, current contract number, length, value of the contract. Answer 1. The incumbent contractor is Link Solutions Inc. The current contract number is W91ZLK-16-D-0002. The estimated value of the contract is $48,000,000.00. The contract length is a Base and 2 Option Years. Question 2. Is there an incumbent contract for the subject effort or is this a potential new requirement? If there is an incumbent, would you please provide the incumbent contractor's name and contract number? Answer 2. Please reference Question 1 and Answer 1. Question 3. I was hoping you might be able to provide some clarification on the Consolidated Manpower for Information Technology Services effort? In the recently released CECOM Aberdeen Proving Ground APBI Slides, there is a slide for a "Consolidated Manpower for IT Services" effort that is expected to be released under solicitation number W91ZLK-18-R-0014 in 2nd Qtr FY2019. The incumbent is listed as Link Solutions under W91ZLK-16-D-0002. Is this actually the same requirement as the Sources Sought that was advertised on FBO under W91ZLK-18-R-0013 on April 16, 2018? They appear to be the same, however given the solicitation number is different and the fact that the solicitation release date in the slide is 2nd Qtr FY2019 and the Sources Sought says the start date is December 2018. I wanted to verify they are in fact the same. Or is it possible they are going to be two separate solicitations issued for this work? Any clarification you might be able to provide would be greatly appreciated. Answer 3. W91ZLK-18-R-0013 number is the Sources Sought Notice, for the requirement. Please refer back to this notice. W91ZLK-18-R-0014 number would be the anticipated Request for Proposal number, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. Question 4. Are these two opportunities the same? They appear to be but have different solicitation numbers. Is the opportunity being split into, one being 8(a) set-aside? Answer 4. Please reference Question 3 and Answer 3. Question 5. My client was tracking the initial release of this very same opportunity and had a pdf draft from Feb 2015 that appears to be the very same opportunity as this this new one from April 16th. We are confused as to if an award took place in 2015 and or just got delayed to now as a new posting- never awarded contract. Answer 5. Please reference Question 1 and Answer 1. Question 6. I'm contacting you regarding the Sources Sought - W91ZLK-18-R-0013, dated April 13, 2018. I'm also aware of the Draft PWS, "CONSOLIDATED MANPOWER for INFORMATION TECHNOLOGY (IT) SERVICES" dated February 13, 2015. Both of these PWS seem similar. As an example, the 2015 PWS had 6 Functional Areas and the April 2018 PWS has 4 Functional Areas. 2015 PWS did not have the quality assurance certifications, but the April 2018 PWS does. Please let me know if you can provide me with answers to the following questions below: Question 6A. What ever happened to the Draft PWS dated February 13, 2015. Did the government ever release a formal solicitation? Answer 6A. Please reference Question 1 and Answer 1. Question 6B. Is an incumbent or incumbent(s) doing this work already using one contract vehicle or multiple contract vehicles? Answer 6B. Please reference Question 1 and Answer 1. Question 6C. Who is/are the current incumbent(s), IF any? Answer 6C. Please reference Question 1 and Answer 1. Question 6D. I'm making assumptions regarding possible current contract(s) and possible current incumbent(s) because Section 1.46, Transition In-Plan and Section 1.47, Transition Out-Plan of the April 13, 2018 PWS discusses these two plans. Is the Transition Out-Plan for the vendor who wins the anticipated contract if solicitation is released? Or is Transition-Out Plan for existing incumbent(s)? Answer 6D. Please reference the Sources Sought Notice and Draft PWS. In regards to the DRAFT Performance Work Statement for the Sources Sought Notice, if an award was the result from a Request for Proposal (if any are issued) it would be the awardee of a new contract. Question 6E. Would the government consider separating Functional Area 2, Distributed Antenna Systems (DAS) and the DAS Maintenance as mentioned in Functional Area 4 to a separate contract? Answer 6E. No, not at this time. Question 7. As per FBO notice " Certifications: The prime contractor shall be certified for ISO 9001:2015 and shall be appraised at CMMI Maturity Level 3 in either Development or Services at start of performance. The contractor shall maintain these required qualifications for the life of the performance". Is it mandatory to have ISO 9001: 2015 certified? If a contactor having ISO 9001: 2008 certification is eligible for the subject? Answer 7. The ISO 9001 standard was just revised in September, 2015, by the International Organization for Standardization (ISO). Companies have until September 2018 to be certified to the most recent version of the ISO 9001:2015 Standard. If any Request for Proposal is issued, the ISO 9001:2015 is mandatory prior to a contract award date.
