- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposal (RFP) The Defense Logistics Agency is going to add 2 parts to subsumable contract SPE4AX-17-D-9400 (a 5 year requirements type contract) that it deems sole-source to Hydro-Aire (81982), should DLA Aviation receive a competing offer, the evaluation and award will be on a line by line basis, and therefore the solicitation may result in multiple awards. Also, experience demonstrates that small businesses are capable of performing the work outlined in the solicitation, which simply requires the contractor to deliver Hydro-Aire parts within a production lead time on an FOB Origin basis, with destination consigned to DLA depots. None of the barriers identified in the bundling definition render this requirement unsuitable for small business. Defense Priorities and Allocations System (DPAS) and assigned rating assigned is DOA1.
