Description
Draft PWS This is a Sources Sought Notice ONLY. The United States (U.S) Government, Department of the Army (DoA), Fort Hood, Texas intends to procure Fire Protection Services as a 100% small business set-aside, if two (2) or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. The U.S. Government will not be able to set-aside this requirement if two (2) or more small businesses do not respond with information to support the set-aside. The Government highly encourages all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to respond to this sources sought notice. This notice is issued solely for information and planning purposes and does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or the U.S. Government's promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Be advised that the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not be responsible for any costs incurred for any information or administrative costs incurred in response to this notice. Any 100% small business that does not respond to this notice will not preclude participation in any future RFQ or IFB or RFP. Any solicitation released as a result of this sources sought notice will be synopsized through the Governmentwide Point of Entry (GPE). All potential offerors must closely monitor the GPE for additional information concerning the Fire Protection Services procurement on the Fort Hood installation. The anticipated NAICS code(s) is 561621, Security Systems Services (except Locksmiths), with a size standard of $20.5 million. A future need is anticipated for Fire Protection Services beyond the current requirement that exists on the current contract # W911S8-17-D-0006 on Fort Hood. The draft Performance Work Statement (PWS) is included (attached) to the Sources Sought Synopsis. All small businesses that respond to this sources sought, must provide the following information: 1. Name of the company, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as 8(a), SDB, HUBZone, SDVOSB, WOSB, EDWOSB, Small Business, Large Business) and the corresponding NAICS code. 2. A response on whether your company is interested in competing for this requirement as a prime contractor or not. Your company must identify subcontracting, joint ventures or teaming arrangement that will be pursued under this requirement, if any. 3. Information in sufficient detail regarding past performance (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, that will facilitate making a capability determination. 4. A response on whether your company has experience in Inspection, Testing, and Maintenance (ITM), Service Call Work, and Repair/Replacement of Fire Protection Systems and Mass Notification Systems. 5. A response on whether your company can provide personnel who are certified Level II and Level III by the National Institute for Certification in Engineering Technologies (NICET). 6. A capabilities brief statement pertaining to this requirement. 7. Information to help determine if fire protection services is commercially available, including pricing information, basis for the pricing information (such as fair market value pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties. 8. A response on how the Army can best structure these contract requirements to facilitate competition by and among all small business concerns. 9. Information on any condition(s) or action(s) that will impede and restrict competition among all small business concerns. Include the subject of the acquisition, this sources sought notice announcement, and the Mission and Installation Contracting Command (MICC) Point of Contact information from the FedBizOpps notice. Be specific on all aspects that unreasonably restrict competition and the rationale for such conclusion(s). 10. Recommendations to improve the acquisition approach/draft PWS/ to acquiring the identified services.
