- Description
- The Department of Energy/Western Area Power Administration (WAPA) intends to procure on a brand name basis one (1) each used Bell 407 Helicopter under the authority of FAR 13.106-1(b). Bell Helicopter Textron Inc. located at 3255 Bell Helicopter Boulevard, Fort Worth, TX 76118 is the sole manufacturer of the Bell 407. WAPA requires that the Bell 407 shall be manufactured in 2010 or newer, shall not exceed 1000 flight hours, shall be fully operable, and certified as current in meeting FAA airworthiness standards. The Bell 407 shall be utility equipped with no damage history, high skid gear, rotor brake, and covered by a warranty for replacement and/or repair of defective components for a period of 1 year. The Government intends to acquire the commercial item using the provisions, clauses, and procedures prescribed in FAR Part 12 and Part 13, pursuant to the authority provided under FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. The solicitation will be available on or around May 10, 2018 with quotes due seven (7) calendar days after release of the solicitation. It is not anticipated that the resulting solicitation will be set-aside for small business concerns. The Government intends to award to the responsible vendor whose quote for a used Bell 407, which meets the manufacturers brand name salient characteristics, is determined to be the best value to the Government based upon physical condition, analysis and availability of records, and price related factors. The resulting supply contract will be awarded on a Firm-Fixed-Price (FFP) basis with inspection and acceptance terms at origin. The applicable North American Industry Classification System (NAICS) code for this acquisition is 336411, and the size standard is 1,500 employees. In accordance with FAR 5.207, when the solicitation is available, all responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. It is highly recommended that, prior to submitting a quote, interested parties obtain a Dun and Bradstreet (DUNS) number and register in the System for Award Management (SAM), www.sam.gov, as these requirements are mandatory for any firm selected for a contract award. This is a Pre-Solicitation Notice. No solicitation has been issued; therefore, do not request a copy of the solicitation. It is the potential offeror's responsibility to monitor Federal Business Opportunities (FBO) website (www.fbo.gov) for the release of a solicitation, amendments (if any), or other documents relating to this procurement. The solicitation and other supporting information including the brand name justification required by FAR 13.501(a)(1)(iv) will be posted approximately 15 days from the issuance of this notice.
