- Draft SOW The U.S. Securities and Exchange Commission (SEC) is seeking sources for consolidated information on credit ratings and credit watch updates to support ongoing market monitoring and market surveillance responsibilities. The SEC requires all credit ratings and credit watch updates from three credit ratings agencies: S&P, Moody's and Fitch for the following asset classes: 1) corporates 2) municipals and 3) asset-backed. The information shall be provided in flat text files, updated monthly and delivered via FTP, SFTP or API. All licensing agreements and associated fees for the credit ratings data provided by S&P, Moody's and Fitch will be incorporated into a single contract for the provided service. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. SUBMISSION DETAILS: Responses must include: 1)Business name and address; 2)Name of company representative and their business title; 3)Type of Small Business; 4)Cage Code and DUNS; 5)Contract vehicles that would be available to the Government for the procurement of the product and service, to General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, FEDLINK, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.) All questions regarding this notice must be submitted to garrettj@sec.gov by no later than 12:00 PM ET on May 2, 2018. All responses must be submitted to garrettj@sec.gov by no later than 5:00 PM ET on May 9, 2018. Interested businesses should submit a brief capabilities statement package (no more than ten pages) demonstrating ability to meet the requirements listed in Attachment 1 - Draft Statement of Work. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing sources sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
