Description

REQUEST FOR INFORMATION (RFI): THIS IS NOT A SOLICITATION. The Department of Veteran Affairs (VA), Strategic Acquisition Center (SAC) is issuing this RFI to determine capability and industry feedback of companies from all socioeconomic categories in providing Electric Breast Pumps for In Home Use. SCOPE OF WORK: The intent of this action is to streamline procurements of Electric Breast Pumps and accessory items for In Home Use across the VA and to establish a contract that will be utilized on an enterprise-wide level. The Veterans Health Administration is America s largest integrated health care system, providing care at 1,240 health care facilities, including 170 medical centers and 1,061 outpatient sites of care of varying complexity (VHA outpatient clinics), serving 9 million enrolled Veterans each year. MINIMUM TECHNICAL REQUIREMENTS (MTRs): The Electric Breast Pump shall meet the following MTRs: Double-electric breast pump Storage bag Battery Pack Speed/vacuum (suction) adjustments for multiphasic pumping Removable cooler bag with ice pack All parts that touch breast milk are BPA free Contain Instructions for cleaning Contain Instructions for use AC adapter power Storage and collection bottles with lids Breast shield connectors Tubing flanges Valves Spare parts orderable as necessary Manufacturer s warranty on motor Manufacturer s warranty on parts SUBMISSION INSTRUCTIONS: This RFI does not constitute a Request for Quotes (RFQ) and/or Request for Proposals (RFP). Submission of any information in response to this RFI is purely voluntary. The Government assumes no financial responsibility for any costs incurred. Note that the VA email file size is limited to 6 MB. Do not compress (zip) RFI responses. VA Network Security Operations Center (NSOC) has temporarily blocked email attachments with the.zip extension as a mitigation measure against the ongoing world-wide ransomware event impacting many organizations.   During this time,.zip file extensions will be permanently stripped from email traffic, and will not be recoverable. Has your company provided these products to VA and/or another Government agency (enterprise-wide/national level) in the past three years? If so, identify the following: Contract number and or delivery order number; Contract Type Contracting Officer/Contracting Specialist Name/Phone Number/Email; Period of Performance; Scope/Volume (number and type of Electric Breast Pumps provided); and Prime or subcontractor. Do you have a Federal Supply Schedule (FSS)? If so, are these supplies and equipment available on your FSS? Identify the supplies and equipment available, contract number, source and category. Identify the most applicable North American Industry Classification Code System (NAICS) code for this acquisition. Including rationale for NAICS code selection. The proposed NAICS code for this acquisition is 423450 Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers. As a distributor of Electric Breast Pumps and accessory items, what is your typical markup percentage above the manufacturer s price? If you are a distributor, please specify the ancillary services provided by your company as it relates to the Minimum Technical Requirements (MTRs)? These services should only be the value added services that are provided by your company not the manufacturer.
