- Performance Work Statement This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number W9127Q-18-R-7002 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2005-83, effective Jul 02, 2015 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20150420 dated 20 April 2015. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This requirement is being issued as total small business set-aside. The North American Industrial Classification System Code is 541611 with a size standard of $15M. The Combat Readiness Training Center-Contracting Office, Gulfport, MS intends to issue a contract/purchase order for Planning and Operational Support Services. The contractor shall provide all personnel, equipment, tools, materials, and quality control necessary to perform Planning and Operational Support Services for CRTC Gulfport, MS. REQUIREMENT: CLIN 0001 - Plans and OPs Services: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Planning and Operational Support Services SEE ATTACHED PWS. CLIN 0001AA- Plans and Operations Administration CLIN0001AB- Travel CLIN0001AC- Overtime CLIN0002- Contractor Manpower Reporting- the contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Gulfport CRTC- BAC via a secure data collection site. The contractor shall completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at http://www.ecmra.mil BASIS OF AWARD: A purchase order will be awarded to the responsible offeror whose proposal conforms to the solicitation and considered to be the most advantageous to the Government according to FAR Part 12, Acquisition of Commercial Items, utilizing the Lowest Price that meets the Government's need. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. The following factors will be used to evaluate the quotes: (1) Technical Acceptability and (2) Price. Technical Acceptability shall be evaluated as acceptable or not acceptable. Price evaluation shall be based on the lowest reasonable evaluated price. Price will always be an important factor. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. Only firm fixed price offers will be evaluated. Award will be made (all or none) to one vendor. Quotes are due no later than 10:00 A.M.
