Description
PROJECT DESCRIPTION AND PURPOSE: Solicitation No. 140R4018R0010: Paradox Valley Unit 2nd Well Design The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement to acquire contractor services to develop a 30% engineering design of a deep brine injection well and associated surface facilities which can be utilized for analysis in the Paradox Valley Unit (PVU) Environmental Impact Statement (EIS). A Statement of Work will be included in the solicitation, with an anticipated period of performance of 120 days. A pre-proposal site visit will be held at PVU. The date and time of the site visit will be provided in the solicitation. COMPETITION: Solicitation 140R4018R0010 is anticipated to be a total small business set-aside resulting in a firm fixed price contract. This requirement is being procured in accordance with Parts 12, 13.5 and 37 of the Federal Acquisition Regulations as a 100% small business set aside. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. The Government reserves the right to award with or without discussions. The complete specifications will be defined in the solicitation documents. PROJECT DESCRIPTION: The principal components of the work are listed under the project description below. The PVU is located along the Dolores River in the Paradox Valley of Montrose County, Colorado, about ten miles east of the Colorado-Utah state line. The Dolores River is a major tributary to the Colorado River. The Paradox Valley was formed from the collapse of a salt anticline (dome). Groundwater flowing across the top of this salt dome creates a highly saturated brine. The PVU is designed to prevent this natural salt load from entering the river and degrading the water quality of the main stem of the Colorado River. Using a field of shallow brine extraction wells, the PVU currently intercepts 176 gpm of 260,000 mg/l brine and diverts it to a 16,000 ¿ deep injection well for disposal. PVU brine also contains hydrogen sulfide (H2S) which is dangerous to human and wildlife health and is corrosive to processing equipment. Typical dissolved H2S concentrations average 80 mg/L and has resulted in elemental sulfur deposition in the existing well. The injection rate has been curtailed during the 20-year life of the well due to induced seismic activity associated with the injection process. The unit is one of the most effective salinity control projects in the Colorado River Basin and provides about ten percent of the total salinity control in the Colorado River. The PVU injection rate is currently about 6,000 barrels of brine per day, resulting in the disposal of about 90,000 tons of salt per year. Because of the relatively low permeability of the target injection formation, brine injection at these rates results in surface pressures of approximately 5,000 psi, and down-hole pressures of approximately 12,000 psi, which is above the fracture closure pressure of the injection formation. The target injection formation is a Mississippian-age limestone. Additional information about the geology and background of the project may be found in the following reference: King, V.M., et al., Geological structure of the Paradox Valley Region, Colorado, and relationship to seismicity induced by deep well injection. Journal of Geophysical Research: Solid Earth, 2014. 119(6): p. 4955-4978. Reclamation is conducting technical studies to appraise drilling and completing a second deep disposal well in the vicinity of Paradox Valley, including the drilling and completing of one or more exploratory wells, and the testing and logging of those wells. Reclamation will focus on specific sites that are likely to have suitable reservoir and operational properties. These sites have been identified by Reclamation, based on results from separate studies, such as interpretation of seismic reflection data, well data, formation properties, aeromagnetic data, geologic structure, induced seismicity, environmental impacts and the feasibility of constructing and operating surface infrastructure. NAICS AND SIZE STANDARD: The NAICS code for this project is 541330 with a small business size standard of $15 million. SOLICITATION RELEASE DATE: The anticipated release date for Solicitation No. 140R4018R0010 is early to mid-May 2018. The anticipated due date is June 6, 2018 at 14:00 hours local time (MDT). Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers. SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered in SAM in order to be considered for a Government contract award. Information on registration and annual confirmation requirements may be obtained by calling 1-866-606-8220, or via the Internet at www.sam.gov. POINT-OF-CONTACT FOR QUESTIONS: The contract specialist for this solicitation is Dan Hays, Contract Specialist email: dhays@usbr.gov, phone number 801-524-3757. The contracting office is the Bureau of Reclamation, Upper Colorado Regional Office located in Salt Lake City, Utah. NOTE: THIS IS NOT A REQUEST FOR PROPOSAL (SOLICITATION), NOR IS IT A REQUEST FOR QUOTATION (RFQ). It is not to be construed as a commitment by the requesting party to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this Notice. The Government will NOT be responsible for any costs incurred by interested parties in responding to this Notice. This notice is strictly for compliance with FAR Subpart 5.2. As a result of this Notice, the Government may issue a competitive solicitation; however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to the Notice (e.g. use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement).
