Draft RFP. This is a draft solicitation posting for the purpose of allowing interested parties an opportunity to view the solicitation and attachments prior to the actual solicitation posting date. Interested parties are encouraged to provide feedback. All questions must be submitted NLT the draft solicitations closing date, 17 May 2018 at 3:00 PM Eastern Standard Time. Relevant questions submitted will be addressed by the Government and made publicly available prior to the solicitation posting date. It is anticipated the solicitation (FA2860-18-R-0006) will be issued electronically on or about 20 June 2018 on the Federal Business Opportunities web page at https://www.fbo.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon all interested parties to review this site frequently for any updates/amendments to any and all documents. DESCRIPTION OF SERVICES: This is a world-class fuels and supply service requirement supported by the contractor, who shall provide all personnel, equipment, tools, vehicles and materials except for those items or services stated as Government furnished, to support the missions of the 11th Wing (WG), 89th Airlift Wing (AW), and their customers. The contractor shall provide all personnel necessary to perform base supply and over and above services in support of aircraft assigned to the 11 WG and 89 AW and their respective customers, with Presidential Airlift Group (PAG) support taking precedence over all other requirements. Included in this scope is servicing and fueling for all US and foreign aircraft that are transient on Joint Base Andrews-Naval Air Facility Washington (JBA-NAFW). Due to evolving mission requirements, changes to the number and type of assigned aircraft are anticipated throughout the period of performance. The contractor shall provide all supply chain management, to include Report of Survey Administration, services and fuels support for 11 WG, 89 AW, all transient aircraft, 459th Air Refueling Wing (ARW) aircraft, and various Naval Air Facility Washington aircraft. The contractor shall provide fuel support to other federal agencies and installation tenant units outlined in the Memorandums of Agreement (MOA), Memorandums of Understanding (MOU), or Support Agreements. The contractor shall establish a partnership/teamwork approach with the Contracting Officer (CO), 11th and 89th Functional Commanders (FC), Contracting Officers Representatives (COR), operations personnel, other applicable contractors, and 11 WG/89 AW customers. A firm-fixed price contract award is contemplated at a mutually agreed upon price for one base period and six option periods to follow. This action will utilize a 100% set-aside for total small business participation. The applicable North American Industry Classification System (NIACS) code is 561210, Facilities Support Services, with a business size standard of $38.5M. The anticipated period of performance for the base period is 1 January 2019 through 31 May 2019. This action includes six (6) subsequent, 12 month option periods; spanning from 1 June 2019 through 31 May 2025. All prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
