- Draft CMFTS Solicitation THIS IS NOT A FORMAL SOLICITATION. The Government is seeking to determine what qualified sources exist to fulfill this requirement. This information may be used to determine if there is a potential of any 8(a) small business set-aside. The purpose of this NOTICE marked Sources Sought/Market Survey is to gain knowledge of potential qualified sources and to develop additional knowledge of the existing market for the required services. The Government requests interested parties submit a response which shall include a brief description of their company's business size (i.e. annual revenues and employee size), business status, anticipated teaming arrangements (i.e. prime contractor/subcontractor, joint venture, mentor protégé relationship, etc.), and a description of same/similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partner. Capability Packages should clearly address the following: A technical understanding of objective of this requirement to provide Career Management Fields Training Services (CMFTS) as outlined in the section 5 of the Draft PWS. Key Personnel: Do key personnel have previous experience for a similar service? Past Performance: Does the company have past performance for a similar service? In addition, the following questions must be answered and elaborated on as part of the package: 1. Briefly describe your prior experience working with the 15 Army National Guard (ARNG) Career Management Fields (CMF): (1) Armor; (2) Aviation; (3) Engineer; (4) Field Artillery; (5) Health Services; (6) Infantry/Maneuver; (7) Military Intelligence; (8) Military Police; (9) Noncommissioned Officer Education System (NCOES); (10) Officer Candidate School (OCS); (11) Warrant Officer Candidate School (WOCS); (12) Ordnance; (13) Quartermaster; (14) Signal; and (15) Transportation. 2. Briefly describe your prior experiences analyzing Government provided Training Support Package (TSP) documents to include: (1) Course Administration Data (CAD), (2) Program of Instruction (POI), (3) Student Evaluation Plans (SEP), and (4) Lesson Plans (LPs) per TRADOC Regulation TR 350-70. See PWS para 5.1 for additional details. 3. Briefly describe your experience providing TRADOC Accreditation Compliance Services. See PWS para 5.2 for additional details. 4. Briefly describe your experience providing CMF analysis services. See PWS para 5.3 for additional details. 5. Briefly describe your prior experience working with the Army Training Resource and Requirements System (ATRRS). 6. Briefly describe any partnerships/teaming /joint venture you have available. Interested parties are cautioned that the draft PWS posted with this notice is subject to change, the formal version of the PWS will be released with the solicitation on a future date. All potential offers are reminded that in accordance with Federal Acquisition Regulation (FAR) on System for Award Management (SAM) lack of registration in the SAMs will make an offeror ineligible for contract award. Interested parties should submit the information requested above by 17 May 2018, 12:00 pm EST to robert.t.rogers34.mil@mail.mil. Please include company name, address, telephone number, and a technical point of contact, brochures/literature. Capability packages must not exceed 15 pages (12 point font with one-inch borders, not including pictures, brochures and Market Survey), must be submitted electronically and should clearly indicate whether your firm is capable to provide the above services.
