Description
Solicitation Provisions & Contract Clauses Statement of Work (SOW) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912TF-18-T-5009, and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97. The associated North American Industrial Classification System (NAICS) code for this procurement is 72110 HOTELS (EXCEPT CASINO HOTELS) AND MOTEL, a small business size standard of $32.5M. This requirement is 100% set-aside for small business, and only qualified vendors may submit quotes. The solicitation will start on the date this solicitation is posted and will end on 15 May 2018 1:00PM Eastern Standard Time (EST). The Government contemplates award of a Firm-Fixed Price (FFP) contract. The NH National Guard requires the following items CLIN 0001: 1 JOB, Lodging, meals and meeting room facilities to facilitate a successful Marriage Enrichment/Strong Bonds Weekend Seminar for the 157th Air Refueling Wing. This weekend seminar is to be held from 8 June 2018 (3PM) - 10 June 2018 (1PM). In addition, the contractor shall provide fully furnished meeting facilities including some audio visual, office equipment and internet support. Please see the attached Statement of Work(SOW) for details. CLIN 0002: 1 JOB, Contractor Manpower Reoporting The contractor shall report all labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the New Hampshire National Guard via a secure collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1st through September 30th. While inputs may be reported any time during the FY, all data shall be reported no later than October 31st of each calendar year. Contractor may direct questions to the help desk at help desk at: https://www.ecmra.mil All technical or contractual questions shall be submitted in writing via e-mail no later than 11:00 am EST on 11 May 2018 to Isao Hattori at isao.hattori.mil@mail.mil. Telephone inquiries will not be accepted. If the Government responses to technical questions affect the SOW requirements or any other portion of the solicitation, then an Amendment of Solicitation will be issued. The subject of your email must include your company's legal name, state the nature of your email and include the Solicitation Number W912TF-18-T-5009. For example, the subject of your email should be similar to the following: Quote Submission by Company XXXXX, Solicitation Number W912TF-18-T-5009 Company XXXXX Question Regarding Solicitation Number W912TF-18-T-5009 The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The basis of award is LPTA (Lowest Price Technically Acceptable). LPTA for this requirement is defined as an offer that proposes the lowest price for technical acceptability in meeting or exceeding the required specifications as detailed within the PWS or the solicitation. Quote must be good for 30 calendar days after close of the solicitation. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award. The selected offeror must comply with the attached provisions and clauses.
