- PRE-SOLICITATION NOTICE This is neither a request for quote or proposal nor an invitation for bid. The intent of this pre-solicitation synopsis is to inform potential offerors of this requirement. The Request for Proposal (RFP) will be issued by NAVFAC Mid-Atlantic Hampton Roads IPT on or about 17 May 2018. The solicitation number will be N40085-18-R-1119. This solicitation, including all specifications, will only be available in downloadable electronic format. ALL DOCUMENTS will be in the Adobe Acrobat PDF file format and downloadable from NECO website. The official address to the solicitation is https://www.neco.navy.mil. Contractors are encouraged to register for the solicitation when downloading from the website. Only registered contractors will be notified by email when amendments to the solicitation are issued. A sources sought notice was posted on 11 January 2018 under solicitation N40085-18-R-1119 to determine availability and capability of businesses to perform the requirement. Based on market research results, the procurement will be solicited as an unrestricted procurement with full and open competition. NAVFAC Mid-Atlantics Office of Small Business Programs concurs with the determination to solicit as an unrestricted procurement. THIS WILL BE A COMPETITIVE FULL AND OPEN SOLICITATION. All prospective Offerors must be registered in the System for Award Management (SAM) database (www.sam.gov) and the Online Representations and Certifications Application (ORCA) database (https://orca.bpn.gov). Project Description: This will be a design-bid-build, lowest price technically acceptable (LPTA) solicitation. This acquisition will result in a Firm Fixed Price (FFP) contract for construction services. The proposed project includes the following: P160-Design-Bid-Build, CUS ISR Operations Facility Expansion, NAS Oceana Dam Neck, Virginia Beach, Virginia: This project is for the expansion of the Commander Undersea Surveillance (CUS) intelligence-surveillance-reconnaissance (ISR) operational spaces at Dam Neck Annex Building #464 that consists of the following: The CUS ISR operational spaces will be expanded in a new 21,000 GSF addition attached to the current facility. The new addition will be constructed of a structural steel frame, concrete slab, and a modified bitumen roof system. The existing 24,499 GSF building shall be reconfigured to compliment the expanded spaces to meet CUS mission requirements. The expansion and reconfiguration shall consist of partial renovation of the existing Watch Suite, new Secure Space and equipment room, Open Secret Storage (OSS) office areas, NMCI server room, telecommunications rooms, uninterrupted power source (UPS)/redundant continuous power utility room, and large multi-function room. The facility will remain occupied during construction and it is critical that the existing Watch Suite remain operational during this time. Site improvements include demolition of the existing warehouse and relocation of 3 MILVANs to accommodate the new addition. The site will be reconfigured to accommodate 330 parking spaces, a new access road, a new loading dock, landscaping, flag poles, site furnishings, dumpster relocation, exterior signage, tree mitigation, and storm water management. The estimated construction cost is between $10,000,000 and $25,000,000. The anticipated award of this contract is September 2018. The completion time for this contract is 731 calendar days after award. The specifications for this project will be posted with the solicitation and are not available at this time. The North American Industry Classification System (NAICS) Code for this project is 236220, Commercial and Institutional Building Construction with a small business size standard of $36.5 million.
