- National Cemetery of the Alleghenies Phase 3 Gravesite Development This Notice is the first stage of the forthcoming Request for Proposal (RFP) for a construction contract for the expansion of the National Cemetery of the Alleghenies, Bridgeville PA. Project Description: The purpose of this project is to enable an existing national cemetery to continue to provide burial services for eligible veterans in southwestern Pennsylvania. Located in Washington County, just south of Pittsburgh, the National Cemetery of the Alleghenies serves Veterans of the greater Pittsburgh metropolitan area, northwestern West Virginia, and southeastern Ohio. This proposed development will provide an additional 10 years of continued burial service to an estimated Veteran population of approximately 258,300 who have been served by this national cemetery since it opened in August 2005. This project will provide an additional 10-year gravesite inventory for all burial options until FY 2031. In accordance with the master plan for the entire 292-acre site, this project will develop approximately 40 acres of the 202 undeveloped acres remaining at the National Cemetery of the Alleghenies. This project will comprise the third construction phase of cemetery development, and will primarily include the construction of additional burial facilities intended to provide 10 years of service on existing, undeveloped land. The remainder of the site will be developed in future 10-year phased projects. Since this is an existing cemetery, only those facilities and infrastructure elements necessary to support the added maintenance, operations, and burial capacity for approximately 10 years will comprise this phase of construction. This investment will develop approximately 40 acres of undeveloped land to provide approximately 12,300 gravesites, including both casket and cremation sites in new burial sections. Also included in this project will be the cemetery expansion into the southern cemetery parcel bisected by the state-owned Morgan Road. While the expansion into this area will require a nominal new entrance feature, grade separated connector drive, access roads, irrigation, signage and furnishings, no structures are planned for this area within this project. This grade separated connector drive will be used by staff, maintenance personnel, and visitors to safely access the southern burial sections across Morgan Road. Within the developed northern acreage, this project will provide for irrigation improvements, gravesite expansion areas (including access roads and visitor amenities). Since the cemetery is less than 15 years old, only nominal repairs/ improvements/ security enhancements will be performed to existing cemetery buildings. As needed, unsuitable rock/coal will be excavated from burial areas and removed from the cemetery. This project will also include an evaluation of the existing structures and accomplish and retrofit/incorporate Guiding Principles for High Performance and Sustainable Buildings MOU and Renewable Energy Initiatives as required. Additionally, any FCA condition D or F corrections will be incorporated into this project. The approximate project duration will be 1,274 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) is 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million. Sources Sought Notice This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. The Office of Construction & Facilities Management is seeking SDVOSB and or VOSB firms in accordance with VAAR 819.203-70 Priority for service-disabled Veteran-owned small business/Veteran-owned small business contracting preferences. This sources sought notice does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Firms interested in submitting their capabilities for this project must include the following information in the cover letter/introduction: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status, and (3) Bonding capacity (from surety). Please limit responses to fifteen (15) pages. The Contractor capability statement shall include, but not be limited, to the following: 1) Corporate Experience: Provide at least three (3) projects in the past five (5) years that demonstrate National Cemetery construction experience. If no National Cemetery experience, provide at least three (3) projects with similar scopes of work including other cemeteries and/or large scale site development projects such as regional parks or golf courses that contains, at minimum, building renovations, roads, bridges, mass and fine grading, utilities, drainage and stormwater management, landscape, and irrigation. 2) Capability to perform: Provide a potential team composition for this type of project and the associated tasks and responsibilities for each team member. Provide a list of current projects and how this project will be managed. Provide evidence of bonding capability up to the estimated range of $20M to $50M (per VAAR 836.204 Disclosure of the magnitude of construction projects). In the subject line state "National Cemetery of the Alleghenies and [Company Name]." All information concerning this requirement will be posted only on the Federal Business Opportunities website (https://www.fbo.gov).
