Description
This is a synopsis notice for the procurement and test of one (1) low speed, high torque hydraulic motor. It is intended to award a Firm-Fixed-Price (FFP). This contract shall be procured on a sole source basis from MacTaggart Scott & Co. Ltd. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) has established a requirement to procure and test one (1) low speed, high torque hydraulic motor. It is the Government's intention to procure the one (1) low speed, high torque hydraulic motor, utilizing other than full and open competition, from MacTaggart Scott & Co. Ltd. in accordance with FAR 6.302-1, as only MacTaggart Scott & Co. Ltd. can meet the Government's requirements. MacTaggart Scott & Co. Ltd. holds key patents for the one (1) low speed, high torque hydraulic motor. For the one (1) low speed, high torque hydraulic motor the original source is the only reasonable source with capabilities to meet the minimum requirements, both technical and schedule to support the program. Therefore, MacTaggart Scott & Co. Ltd. is currently the only responsible source for this procurement and no other type of supplies or services will satisfy the Navy’s requirements. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
