- PWS Draft THIS IS A SOURCES SOUGHT SYNOPSIS ONLY! Please DO NOT respond with quotes. Maneuver Support Center of Excellence is tasked to support the ARCIC STRACD Live Prototype Assessment venues by researching and evaluating, existing and emerging maneuver support and protection capabilities, developing future concepts, force designs and organizational relationships, evaluating existing and emerging logistics technologies and facilities to support these activities. The MSBL participates in Joint, Army, and other service processes, experiments, and war-games in fulfilling its responsibilities.. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., information which may help support a set-aside. The intent of this notice is to secure contractor services to provide the analytical and technical support to the MSBL for planning, coordinating and execution the Maneuver Support, Sustainment and Protection Integrating Experiment (MSSPIX), which takes place annually in April. (See enclosed DRAFT PWS). This will include research, coordination with other government organizations, logistics and report writing. The contractor shall support the government by designing and supporting future experimentation and analysis to enable the study of current, modular, and future warfare concepts. The contractor shall use scenarios containing support area operations spanning the range of military operations to develop scenario dilemmas at the strategic, operational, and tactical levels of conflict, throughout the joint phases of operation examining Army and Joint concepts and ideas. The contractor shall also coordinate and support experimental venues and other analytical events as required by United States Army Training and Doctrine Command (TRADOC). This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is 541990, All Other Professional Scientific, and Technical Services. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under NAICS code 541990? 2) Does your firm qualify as a small disadvantaged business? 3) If disadvantaged specify if your firm is certified under Section 8(a) of the Small Business Act? 4) Are you a certified HUBZone firm? 5) Are you a woman‐owned or operated business? 6) Are you a certified Service‐Disabled Veteran Owned or Veteran Owned business? 7) Is your business a large business? 8) Is your business registered in SAM.gov? 9) Is there another NAICS code that is better suited for this requirement?
